Key Duties and Responsibilities:

Routine Project Monitoring

  • Refine and roll out project monitoring tools including Project MEAL Plan, Indicator Tracking Table, project Log frame in line with the LEAP standards to facilitate the implementation of MEAL activities.
  • Develop and share periodic departmental reports as required by the project and share with the respective managers for reviews and subsequent sharing. These may include project reports, beneficiary reach, activity info reports among others.
  • Develop a project data management system to support the collection and reporting of data collected from the facilities. This also involves the integration of HMIS/DHIS2 systems for project use.
  • Design a project dash board using power Bi or other data visualisation tools to facilitate the real time data use for project decision making.
  • Support the printing and rollout of HMIS tools (Nutrition Registers, VHT Tools) and any other performance monitoring tools to facilitate the tracking of project indicators in line with the MEAL Plan.
  • Organise and Support quarterly data quality assessments and data cleaning to facilitate improvement in quality of data collected from the facilities

Project Evaluations and Assessments

  • Facilitate the design and implementation of project level assessments including the KAP survey, Mass Screening assessments, Outcome Monitoring and any other as assigned by the Coordinator.
  • Support the project baseline and end line processes to support benchmarking and targeting processes of the project.
  • Facilitate utilization of data/information from progress reports, baselines, evaluations and other assessments at project level through reflection and learning forums such as quarterly review meetings and management meetings or conferences for project partners.

Accountability to beneficiaries

  • Establish robust accountability mechanisms within the project areas with a focus on age gender and disability.
  • Ensure that project participants are given full package of information about the intervention, including the selection criteria, project duration and service packages to help them make informed decisions.
  • Support to ensure that a start-up workshop is conducted and stakeholders are sensitized on the project design and implementation at the start of the project
  • Facilitate the periodic consultation of project beneficiaries through surveys, assessments, meetings, toll free line and other available channels and ensure meaningful participation and involvement of project participants.
  • Set up a complaint, feedback and referral system to easily collect and respond to participants’ issues related to the implementation.
  • Participate in community meetings, engage with community leaders and beneficiaries during routine monitoring visits
  • Conduct Joint quarterly technical support visits at district level in collaboration with district Bio-statisticians and HMIS Focal persons

Capacity Building

  • Provide technical support to MEAL Assistant to ensure the implementation of all project MEAL related activities.
  • Develop capacity of project staff to utilize existing MEAL tools for proper tracking and reporting in line with the donor guidelines including coaching and mentoring for project staff, partners and other stakeholders on Design, monitoring, evaluation & research.

Impact documentation, Learning and Knowledge management

  • Work with the MEAL Coordinator and communications to develop/or administer knowledge management databases, principles, procedures and standards to institute effective knowledge management systems.
  • Develop and maintain an updated actions/issues tracker to keep track of any issues/ challenges arising, and actions to address them for learning and improvement
  • Progressive documentation and sharing of achievements of best practices and/or human-interest stories from the project on quarterly basis.
  • Support review of project baseline and end line reports as well as any other department reports as and when such activities are carried out





Qualifications, Skills and Experience:

Education:

  • BSc, in Statistics, Quantitative Economics, Mathematics, or relevant field
  • A Post graduate Diploma in Monitoring and Evaluation will be an added advantage.

Experience:

  • Minimum of three years of work experience managing data intensive programs in designing, monitoring, and evaluation methodologies is highly desirable. Knowledge of statistical data analysis packages e.g. SPSS, Epi-info, Nvivo, and electronic data capturing tools like ODK, Kobo Collect and Comm care etc.
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators, is desirable. Should have relevant field experience in development, monitoring and evaluation of community-based projects especially in a refugee context.
  • Knowledge of M&E issues with respect to service delivery and support related to food security and nutrition
  • Experience in designing M&E methodologies and tools, and the ability to coach and train others in their use is desirable.
  • This position requires a person who is self-starter, who can accomplish the task with minimal or no supervision. He/she should be able to manage a team of staff as well as cooperate with other units. He/she must be keen on details and well organized individual.
  • Report writing, research, monitoring and evaluation.
  • Minimum of 3 years M&E related work experience
  • Experience of HMIS, data collection, collation, analysis, and report writing
  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
  • Strong leadership, organizational and analytical skills, and ability to work under pressure
  • Excellent verbal and written skills in English.
  • Excellent computer skills, particularly with Microsoft Excel, spreadsheets
