The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador William W. Popp currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary:  USAID/Uganda is seeking a qualified candidate to serve under a Resident Hire U.S. Personal Services Contract as Program Cycle Coordinator responsible for supporting the Program Office to implement the program cycle.

 

The Program Cycle Coordinator will support the Program Office to implement the program cycle – including supporting budget functions, developing/facilitating design and procurement plans, results frameworks, scopes of work, monitoring, serving on Technical Evaluation Committees – as well as spearheading and participating in Monitoring, Evaluation and Learning (MEL) functions. S/he will possess in-depth knowledge of U.S. Government policies and foreign assistance programming to support a variety of Mission needs. S/he may assist with activity monitoring in the field, take on special projects, and provide in-depth analysis of issues and trends on an as-needed basis, expanding USAID Uganda’s ability to effectively manage its portfolio. The Specialist reports to the Supervisory Program Officer or designate.

 

Key Duties and Responsibilities:   The Program Cycle Coordinator will support the planning and development of programs, projects, and activities. The incumbent will ensure compliance with Automated Directive Systems (especially 200 series) and the relevant Mission Orders on Project and Activity Design, Budget, Performance Management, and Mission Delegation of Program Authorities. This could include:

  • Provide expert policy guidance, review and technical support to the Program Office and Mission technical offices, in all aspects of strategy, project, and activity design.
  • Facilitate the development of programmatic designs throughout the Mission. The Program Cycle Coordinator will support compliance with the Mission Order on Activity Design and Implementation. The incumbent will work with designated design teams to ensure that they develop and follow sound design plans, and develop robust, evidence-based programs in a timely manner.
  • Provide informed professional guidance and input to the content and implementation process of MEL.
  • Work with the Knowledge Management Specialist to ensure that evidence (generated by USAID and others, both inside and outside Uganda) is used to inform new activity designs.
  • Support CORs/AORs in conducting closeout reviews of activities and sharing key findings to inform subsequent programs.
  • Support technical offices in conducting site visits, documenting and following up on learnings from site visits including points of internal and external collaboration.
  • Reviewing and analyzing annual and quarterly reports and partner contingency plans, and facilitating discussions with key stakeholders (activity managers and partners) about adaptive measures
  • Serve as non-voting member on Technical Evaluation Committees, reviewing proposals and applications in response to Mission solicitations, on an as-needed basis;
  • Support the development and/or maintenance of procurement planning documents.
  • Providing input into key USAID documents, such as the Operational Plan, the Congressional Budget Justification, Performance Plan and Report etc.




Qualifications, Skills and Experience:

  • Education: A University degree in International Development, International Relations, Economics, Public Administration or other similar field. Master’s degree is preferred.
  • Prior work experience: Must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Examples of qualifying specialized experience include:
  • Formulating and implementing policy and guidance on strategic planning, activity planning, and monitoring and evaluation.
  • Providing high level guidance and support on the linkages between the budget, foreign policy, operational needs, program implementation and performance.
  • Leading technical activities related to Monitoring, Evaluating, and Learning that support the establishment, and/or implementation of international development objectives.
  • Engaging and building relationships with a wide variety of stakeholders, including interagency partners, bilateral donors, host government partners and implementing partners.
  • Extensive knowledge of USAID policy, systems, processes and regulations, including comprehensive knowledge of USAID program planning and budgeting.

Knowledge:

  • Extensive knowledge of USAID policy, systems, processes and regulations, including comprehensive knowledge of USAID program planning and budgeting.
  • A thorough understanding of the nature and development impact of cross-cutting issues such as gender, youth, and governance in a developing-country context such as Uganda’s, and how they can influence the longer-term impact of development assistance.

Skills and abilities:

  • Excellent interpersonal and diplomatic skills to work effectively within a multicultural environment, and with a wide variety of senior managers, peers, customers, and stakeholders.
  • A thorough understanding of the nature and development impact of cross-cutting issues such as gender, youth, and governance in a developing-country context such as Uganda’s, and how they can influence the longer-term impact of development assistance.
  • Excellent writing and editing skills.
