Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.

About us: The USAID Local Partner Health Service Project East & Central (LPHS-EC) is a project of Makerere Joint AIDS Program (MJAP) funded by USAID. MJAP was granted the PEPFAR funding Award for the USAID Local Partner Health Services in the East Central Uganda. Under this activity, MJAP supports public health facilities and their communities in 12 districts that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to implement quality Integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control.
Job Summary: To offer District lead and Facility Based Technical assistance and coordination for supply chain operations aimed at strengthening medical and pharmaceutical logistics services leading to; resilient supply chain systems, improvement in logistics and inventory management, eLMIS use, reporting and commodity security in the supported districts and health facilities of the LPHS EC region.
Key Duties and Responsibilities:
- Coordinate implementation of Supervision Performance Assessment and Recognition Strategy (SPARS) and PEER strategy in all supported districts.
- Support rollout of National electronic logistics management information systems such as RX solution, Real-time ARV Stock status (RASS), and National medical stores self-service client portal (NMS+CSSP) in supported facilities to improve logistics management and timely ordering and reporting by facilities.
- Maintain a database of all received reports/accountabilities from facilities and generated quarterly reports on reporting rates by supported sites.
- Implement improved processes for logistics information management of the MOH supply chain.
- Build capacity of health facility staff involved in the health programs, including logistics management training, with preparations of training materials and budgeting.
- Provide support supervision and technical assistance in collaboration with the supported districts to ensure continuous improvement and strengthening of the supply chain systems.
- Participate in monthly and quarterly district performance review meetings.
- Develop and maintain databases for all relevant sites, commodities, lead times, reporting histories, and supervision visits at all levels.
- Enforce strict adherence of health facilities to the national supply chain Reporting system.
- Coordinate with the Medicines management supervisors (MMS) to improve linkages to the national supply chain for health commodities.
- Contribute to timely and accurate supply chain reporting requirements of the Project.
- To collaborate and coordinate with other key stakeholders in the supply chain including national warehouses such as NMS, JMS, and national drug Authority, etc.
Qualifications, Skills and Experience:
- Diploma in Pharmacy from a recognized institution.
- Registered by the Allied Health Professionals council of Uganda
- At least 3 years work experience in providing support in the management of pharmaceutical supply chain system, handling medicines logistics and logistics information management systems.
- Demonstrated good analytical and presentation skills with Microsoft office packages,
- Demonstrated ability to effectively communicate and collaborate with various stakeholders toward the achievement of common goals.
