About the Company:
The GIZ Programme “Water Supply and Sanitation for Refugee Settlements and Host Communities in Northern Uganda (WatSSUP)” is implemented by Deutsche Gesellschafl liir Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is financed by the Special initiative on Forced Migration, an initiative by the BMZ, within the context of the Global Compact on Refugees, with the aim to eradicate root causes of displacement, reintegrate refugees and strengthen host communities.
The WatSSUP programme is operating on the nexus of humanitarian and development work and focuses on both refugee and host communities. The overall objective is to ensure sustainable water and sanitation services in selected refugee settlements and host communities in line with national and international refugee strategies. Key implementing partner of this programme is the Ministry of Water & Environment (MWE) and its decentralised agencies, in particular the Northern Umbrella of Water and Sanitation (NU-WS). In addition, the programme cooperates closely with the Office of the Prime Minister (OPM) and the District Local Governments of Arua, Madi-Okollo, Terego and Yumbe. Cooperation with key humanitarian actors like UNHCR and other Development Partners are an essential aspect of the programme’s implementation.
Job Summary: The Water and Sanitation, Water Resources Advisor will be in charge of:
- Coordinate the output B of the program together with the consultant company GFA
- Advisory services to the NUWS and if required other regional units of the MWE
- Effective contributions, coordination, and collaboration with the consulting team (GFA) and the supervision engineering group in upgrading the Water Supply Systems
- Support to the Development and running of the Transition Road Map and operator model
- Facilitation and input to consulting processes by external companies
- Regular field trips to the construction sites and documentation of visits and progress
- Development of presentations and Terms of References (TOR)
- Responsible for knowledge management and data management for all output B-related documents and information.
Key Duties and Responsibilities:
- The Technical Advisor performs the following tasks:
- Advise the regional and local units of the MWE (especially Northern Umbrella for Water and Sanitation (NUWS), and Upper Nile Water Management Zone (UNWMZ).
- Advises the NUWS on the Transfer of Water Supply Systems from Humanitarian actors/UNHCR to the Umbrella Authority (Utility Model).
- Facilitates in close cooperation with the GFA Team in Output B the upgrade of Water Supply Systems (WSS) that are supported by GIZ WatSSUP.
- Implement an Operator Model (incl. Financing Strategy) for the predominantly solar-powered Water Supply Systems in refugee settlements and host communities.
- Supports the NUWS in the implementation and update of a Transition Road Map for the handover of systems from humanitarian/development partners to the NUWS.
- Follow-up and document the water abstraction permits for about 40 piped Water Supply Systems – operated by NUWS, through Upper Nile Water Management Zone (UN-WMZ).
- Advise and support in the implementation of a survey to analyse the level of service delivery by NUWS to beneficiaries in the Refugee Settlements.
- Facilitation of key consulting processes and assigned short-term consultants from GIZ and GFA on processes in relation to Output B.
- Conduct regular steering meeting with the NU-WS and UN-WMZ and document them accordingly.
- Effective coordination and collaboration with the consulting team (GFA) and colleagues within other Output areas in Arua, Yumbe, Madi Okollo, Terego and Kampala as well as other Development Partners (e.g., KfW) in Lira.
- Develops Terms of References for assignments and conducts evaluations for tender processes in relation to Output B and as requested by the Head of Programme.
- Develops presentations and documentations about the programme and its implementation.
- Responsible for knowledge management and data management for all output B -related documents and information.
Other Duties/Additional Tasks
- Develops and documents the lessons learnt from the programme activities and makes suggestions for publications on IDA and/or social media.
- Regular knowledge management and documentation of information, results, and reports on MS Teams.
- Good coordination with programme administrative/finance/communication support teams.
- Cooperation with other programmes (SI Flucht) in the sector as well as in the region and GIZ-wide (globally).
- Perform other duties and tasks at the request of management.
Qualifications, Skills and Experience:
- Master’s degree in civil engineering and/or water related topics
Details of experience
- 5 years’ experience in related positions working with the national and regional levels of MWE, as well as district local governments.
- Experience in humanitarian and international development settings outside Uganda is an asset.
Knowledge, skills and competences
- Excellent knowledge of the WASH Sector and demonstrated knowledge of the Development and Humanitarian sector in Uganda, including knowledge and understanding of the Comprehensive Refuge Response Framework (CRRF).
- Understanding and experience of process facilitation and capacity development.
- Substantive working experience in the development and/or humanitarian sector in Uganda.
- Knowledge and work experience within the refugee response sector and good understanding of the international refugee policies and their implications.§ Demonstrates a high level of organisational and analytical skills, self-motivation and team spirit in a multi-cultural and inter-disciplinary team.
- Equally competent in the field and in the office when it comes to engineering related tasks, and willing to learn.
- Excellent understanding of capacity development and proven track record of advising governments and/or other agencies within the context of international development
- Ability to work well under pressure and in a context with diverse actors with minimal supervision
- Excellent IT skills, communication, presentation and report writing skills
- Excellent command of the English language (spoken and written). Knowledge of the German language is an asset
