About the Company:

The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”, co-funded by the European Union. The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles in their respective areas of responsibility. Structurally, the programme focuses on two main components: Advancing Governance and Accountability (AGA) and Strengthening Civil Society in Uganda Support Programme (CUSP).

 

Under Advancing Governance and Accountability, GIZ works with the Office of the Auditor General (OAG), the Inspectorate of Government (IG) the Public Procurement and Disposal of Assets Authority (PPDA), National Planning Authority and the Uganda Human Rights Commission. Through collaborative efforts between the OAG, IG and PPDA the component seeks to strengthen the fight against corruption and to increase accountability and transparency in Uganda.

 

Job Summary:   GIZ is recruiting Technical Advisor- Rule of Law Democracy and Good Governance to plan, implement and monitor social accountability activities under AGA with a specific focus on promoting transparency, accountability and anti-corruption in local government through supporting multi-stakeholder forums such as the District Integrity Promotion Forums (DIPFs) and rolling out the use of digital accountability tools such as the Contract Monitoring System (CMS) and the Citizens Feedback Platform (CFP).

 

Key Duties and Responsibilities:

The Technical Advisor will be working closely with the partners from state and non-state institutions at national level and in the central region of Uganda in;

  • Ensuring that the OAG, IG and PPDA develop stronger relations with their stakeholders in the central region of Uganda.
  • Enhancing the mechanisms in which the OAG, IG and PPDA receive feedback from their stakeholders, especially through the available digital social accountability platforms, and incorporate it into their work in the region.
  • Support Civil Society Organisations (CSOs) to utilize the CMS and CFP and building stronger partnerships with PPDA and OAG.
  • Enhance cooperation among CSOs operating within the region.
  • Supporting the mapping of new potential non-state partners for OAG, IG and PPDA.
  • Support OAG, IG and PPDA to conduct research on topics of TAAC to foster debate and dialogue in the general public.
  • Ensuring regular information exchange with the Civil Society in Uganda Support Programme (CUSP).
  • Informing the activities of the CUSP in the accountability sector in the region.
  • Ensuring alignment of CUSP activities in the accountability sector with the strategic direction of the AGA.

Specific Tasks The Technical Advisor performs the following tasks:

Professional advisory services

  • Participate in identifying needs for external support and technical advice to partners of AGA.
  • Coordinates the processes for joint stakeholder engagement with the OAG, IG and PPDA via the regionally based focal persons.
  • Advise on how to engage with and build strong stakeholder engagements with the OAG, IG and PPDA.
  • Provide technical advice to the OAG, IG and/or PPDA to conduct research on topics of TAAC to foster debate and dialogue in the general public.
  • Assist in designing terms of reference and support in the selection and supervision of third parties in course of carrying out project activities.
  • Participate in the design, preparation and implementation of workshops, seminars and other events in their respective region.
  • Participate in inter-institutional committees and task forces created within the framework of the collaboration within the region.
  • Monitor the implementation of interventions, write reports and document the progress of activities, identify challenges and recommend alternative options to the head of component.

Coordination tasks

  • Assist with general project planning and develop project concepts for partners.
  • Coordinate relevant project activities in consultation with centrally based colleagues and in cooperation with the partners, both about implementation and preparing organisational aspects.
  • Compile the relevant information for activities and assignments in the region.
  • Contribute to/handle order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review and reporting)

Knowledge management

  • Compile information and ensure knowledge transfer in the transparency, accountability and anti-corruption (TAAC) areas.
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.
  • Draw up and/or prepare reports and present documents.
  • Formulate appropriate input for various project reports including annual reports and contribute to other reports required by the head of component and GIZ Head Office and other stakeholders.
  • Assist with research activities and studies in accordance with project requirements.

Knowledge Exchange

  • Be thoroughly informed about all components, co-fundings and aligned GIZ programmes regarding the governance field.
  • Regular and continuous access to the structures of the AGA and CUSP to exchange views on their strategic direction and ideas.
  • Meet regularly with other advisors from the program for updates on the progress of the activities, including regular travels to partners and the project offices.
  • Support follow-up on partners in the governance field relevant for civil society related interventions.

Other Duties/Additional Tasks

  • Stay updated with GIZ project standards, concepts and state of project implementation as well as with related experts and staff.
  • Represent the interests and always act on behalf of the programme and GIZ.
  • Undertake further job training related to the position and duties. Specific training needs shall be identified, and appropriate trainings selected jointly with the GIZ head of component.
  • Perform other duties and tasks at the request of management





Qualifications, Skills and Experience:

  • Mater’s degree in Social Science or Political Science

Details of experience

  • Five (5) years of relevant professional work experience relating to the thematic areas of governance and accountability.
  • Three (3) years of professional experience with or in civil society organisations, platforms, or networks.
  • Experience with research and writing research-based papers on topics of governance.
  • Experience in results-based M&E.
  • Experience in results-oriented project management.
  • Experience in delivering professional training.
  • Experience in digitally aided social accountability desirable.
  • Experience in organisational development/ advisory or change management is an added advantage.

Knowledge, skills and competences

  • Excellent analytical skills.
  • Excellent report writing skills.
  • Excellent interpersonal and communication skills, ability to summarise complex information in an accessible manner.
  • Good command of oral and written English language.
  • Excellent Computer skills, advanced user of Word, Excel and Power Point.
  • Creativity, innovative thinking and the ability to adapt quickly are desirable traits.
