About the Company:

Uganda Railways Corporation (URC) is a body corporate established under an Act of Parliament to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods. As a result of privatisation of operations, the mandate of URC changed from that of an operator to that of asset holder, concession monitor and advisor on railway technical matters.

 

Job Summary:  The position holder is responsible for review of the adequacy of risk management and compliance systems, structures, procedures and capacities within URC’s operations and making recommendations as appropriate, and assist management in their implementation.

 

Key Duties and Responsibilities:

  • Assist in the Assessing the adequacy of risk management within the operations and provide advice, guidance and challenge to first line owners of risk who make and execute risk decisions.
  • Support Oversee the process of identifying and assessing the risks affecting URC in order to develop risk mitigation, adequately plan risk responses and monitoring strategies for the organization’s risks.
  • Assists to guide management on integration of risk management into business operations and their roles in making it work.
  • Assist in Developing and recommend Organization risk management objectives in order to ensure integration with the organization business strategy.
  • Establish, communicate and facilitate the use of appropriate organization risk management methodologies, tools and techniques to ensure effective risk management in URC.
  • Assists in regularly monitor, evaluate and challenge the organization’s success in managing its risks in order to develop and continuously review risk management capabilities.
  • The incumbent will also ensure appropriate risk reporting by compiling, consolidating and submitting to the Supervisor, periodic reports from business units on internal control performance i.e. monthly, quarterly and annually.
  • Assists to carry out risk management training and awareness programs organization wide in order to increase risk awareness across URC.
  • Recommend independent views by identifying and planning for possible risks on proposed business plans and transactions in order to ensure proper oversight.
  • Ensure compliance with and regular review of risk policy in order to have relevant and up to date risk policies and ensure an effective risk management framework.
  • Actively facilitate the annual updates of the Risk Management processes and for quarterly computing and reporting of key risk indicators.
  • Formulate and maintain an updated URC risk register.

 




Qualifications, Skills and Experience:

  • Must have an Honor’s Bachelors Degree in Business Studies, Accounting, Finance, Actuarial Sciences or any other related qualification from a recognized University/Institution
  • Possession of Professional Certification in the relevant fields is an added advantage
  • Internal Auditing professional qualification, such as ACCA, CPA, CIA, or CISA, is desirable.

Experience and Competencies

  • At least 6 years of experience positions involving, amongst other things, responsibilities relating to risk management, compliance and quality of results.
  • At least three years of significant experience to International Risk management standards and best practices
  • Conversant with Risk Analysis Computer Applications.
  • Knowledge of and working experience with Enterprise Risk Management frameworks.
  • Hands-on supervisory competencies with capacity to multi-task and deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with hands-on skills in Risk Management and internal controls in the functional areas
  • Impeccable level of integrity, professionalism, teamwork and analytical skills with good communication and presentation skills.
  • High regard for quality control, attention to detail, ability to maintain confidentiality and ability to understand broad business issues
  • Excellent judgement with proven ability to deal with complex interrelated issues and strong analytical and problem solving skills to develop solutions that address root causes.
