About Organisation:
The Government of Uganda (GoU) with support from the United Kingdom – Foreign, Commonwealth and Development Office (FCDO) is implementing the Clean Cooking Support and Scale Programme. As part of the programme, and through the Global Green Growth Institute (GGGI), GoU is establishing a Clean Cooking Unit (CCU) at the Ministry of Energy and Mineral Development (MEMD).
Job Summary: The Senior Officer Supply & Demand Side Management of the CCU will be responsible for ensuring the attainment of the set objectives of the CCU, driving forward Uganda’s clean cooking agenda. This position is funded by the UK Foreign Commonwealth Development Office (FCDO) in Uganda through the Global Green Growth Institute.
Key Duties and Responsibilities:
Manage and oversee the implementation of supply-side strategies to increase availability and accessibility of clean cooking technologies and fuels across Uganda.
Design and execute a robust supply chain strategy to ensure efficient distribution and logistics of clean cooking technologies and fuels, optimizing their reach to underserved communities.
Support the Unit Head to foster partnerships with private sector entities to stimulate investment in clean cooking technologies and fuels, facilitating market growth and sustainability.
Support the Unit Head to collaborate with stakeholders to identify and promote innovative clean cooking technologies, fostering advancements that improve efficiency, affordability, and user acceptance.
Support the Unit Head to develop and implement programs aimed at increasing demand for clean cooking solutions through public awareness campaigns, behavior change initiatives, and integration of gender considerations.
Collaborate with governmental, non-governmental, and international organizations to coordinate efforts and leverage resources for effective supply and demand-side management of clean cooking initiatives.
Establish monitoring and evaluation frameworks to assess the impact of supply and demand-side interventions, ensuring alignment with national clean cooking goals and targets.
Lead the development and delivery of training programs to build capacity among stakeholders, including manufacturers, distributors, retailers, and end-users, to support the adoption of clean cooking technologies.
Support the Unit Head to provide technical expertise and data-driven insights to inform policy formulation related to clean cooking, advocating for supportive regulatory frameworks and incentives.
Support in mobilizing funding from national and international sources to support supply and demand-side activities within the clean cooking sector.
Engagement
Contribute to establishing and maintaining open communication within the unit and across the Ministry, conduct regular team meetings and progress reports, and coordinate with other departments to integrate clean cooking initiatives into broader energy and environmental strategies.
Actively engage with key stakeholders such as the Uganda National Alliance on Clean Cooking (UNACC), National Renewable Energy Platform (NREP), Uganda Renewable Energy and Energy Efficiency Alliance (UNREEEA), Centre for Research in Energy and Energy Conservation (CREEC), Energy Efficiency Association of Uganda (EEAU), and other relevant organizations.
Cultivate partnerships to enhance supply chain efficiencies, stimulate consumer demand for clean cooking solutions, and foster innovation in the sector.
Collaborate with international partners, development agencies, and private sector entities to secure funding and technical assistance for initiatives related to supply chain management and demand-side interventions in clean cooking.
Coordinate with the GGGI and MEMD team and other departments (legal, HR, procurement, etc.) to ensure high-quality delivery and adherence to rules and regulations set by GoU/MEMD, GGGI and FCDO.
Delivery
Assess and optimize the efficiency of supply chains for clean cooking technologies and fuels, ensuring timely delivery and quality standards are met.
Support the training and skill development of stakeholders involved in supply and demand management of clean cooking solutions, including government officials, suppliers, and distributors.
Lead engagement with stakeholders such as manufacturers, distributors, retailers, and consumer groups to strengthen supply chain resilience and market penetration of clean cooking technologies.
Establish and manage partnerships with private sector entities, NGOs, and development agencies to expand market reach and stimulate consumer demand for clean cooking solutions.
Contribute to the development of policies and regulations that promote clean cooking technologies and practices, advocating for incentives and support mechanisms to enhance market adoption.
Support efforts to secure funding and investment for supply chain infrastructure, logistics, and market development initiatives related to clean cooking technologies.
Coordinate with regulatory bodies and quality assurance agencies to ensure compliance with standards and regulations in the supply and distribution of clean cooking technologies.
Analyze market trends, consumer behavior, and competition in the clean cooking sector to inform strategic decisions and initiatives aimed at optimizing supply and stimulating demand.
Contribute to the development of strategic plans, performance reports, and budget proposals related to supply chain management and demand-side interventions for clean cooking initiatives.
Collaborate with other units within MEMD and external stakeholders to align supply and demand side management strategies with broader clean energy and environmental goals.
Perform any other duties as may be assigned to support the overall objectives of the CCU and MEMD, including liaison on core MEMD/Partner programmes/projects.
Qualifications, Skills and Experience:
Master’s Degree in Energy/Renewable/Forestry/Engineering/Physical Sciences, or related fields. A first-level university degree in these fields in combination with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
Additional qualification/ training in climate finance/ green finance/ greenhouse gas management is required.
Minimum 7 years’ experience and expertise in the field of Clean Cooking preferably in Uganda, demonstrated through successful implementation of donor funded or government funded projects relating to technology development, supply chain management, market development, or within the renewable energy sector, preferably in clean cooking technologies.
Additional training in clean cooking technologies, supply chains, etc. is an added advantage
Experience leading teams and managing complex portfolios, including negotiations for funding and partnerships to support clean cooking programs.
Proven ability to develop and influence policies supporting clean cooking, engaging with government agencies and international bodies.
Excellent written, verbal, and interpersonal skills.
Ability to listen actively, be diplomatic, and share knowledge and information well.
Understanding of climate change mitigation strategies and emission reduction benefits accruing from low-carbon energy technologies.
Applicants must be aged 35-55.
Functional
Proven strong network within Uganda within the required themes.
Proven experience working with Ugandan Government entities especially with those involved in this sector.
Good understanding of the local context and the relevant policy environment.
Detail-oriented striving for quality and consistency in all outputs and communications.
Output-oriented, demonstrating creativity, innovation and an entrepreneurial drive.
Highly organized and able to effectively and efficiently multi-task and prioritize.
Comfortable working both in a team and independently.
Good organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
Demonstrated experience in implementing projects that are supported and/or executed by both international and local consultants.
