About the Company:
Infectious Diseases Institute (IDI) is an independently governed institute within the College of Health Sciences at Makerere University and has the mission “To strengthen health systems in Africa, with a strong emphasis on infectious diseases, through research and capacity development.” IDI has operations across Uganda as well as in a number of other African countries and has a staffing of over 1,000 managing multiple projects in research, clinical services, public health and training.
Job Summary: In order to successfully implement the project in the Karamoja sub-region, IDI is looking for a competent and experienced individual to fill the position of Data Officer.
The data officer will provide ongoing technical assistance to the project, district and facility-based teams in recording and management of National and project related data in line with current national guidelines. S/he will also assist the MEL officer in entry, cleaning and analysis of data captured in the project MIS, eCBSS, DHIS-2 and other databases relating to TB data entry at national and facility levels ensuring generation and maintenance of high-quality data for use to guide project implementation efforts.
Key Duties and Responsibilities:
- Provide leadership and management oversight to facility data teams to ensure timely delivery on key project tasks.
- Lead mentorship and training efforts to build capacity of facility teams to generate and maintain high quality patients’ data using standard HMIS tools.
- Establish systems that support confidentiality and safe storage of patient clinical care records within facility premises at all times.
- Maintain up-to-date electronic paper-based records of TB and TB/HIV patients in care including registers, clinical notes, lab results etc in line with the current national MEL system.
- Support stock monitoring and management of facility data tools and all data-related supplies to avert stock out.
- Support facility performance monitoring initiatives and routine data use activities to continuously guide implementation of key project activities.
- Guide health facility teams to conduct regular data quality assessments, and to implement and document data quality improvement activities.
- Support facility data teams to compile and submit accurate HMIS and programmatic reports according to the set project, donor and Ministry of Health reporting timelines.
- Any other duties as may reasonably be assigned from time to time.
Qualifications, Skills and Experience:
- Degree in any data management related field
- Postgraduate training in M&E is an added advantage
- Additional training in medical data management.
Person Specification
- Degree in any data management related field
- Postgraduate training in M&E is an added advantage
- Additional training in medical data management.
- Experience in the navigation of eCBSS, DHIS2 and USG databases
- Previous experience in supporting busy TB/HIV district data management systems is an added advantage
- Previous experience of working in hard-to-reach sub-regions of Uganda is an added advantage
- Up-to-date technical knowledge of HIV/TB data management.
- Good communication, leadership, organization, and management skills.
- Understands client confidentiality and exhibits high level of ethical conduct
- Has strong computer literacy including MS package
- Good understanding of public health systems and the national HMIS.
