Infectious Diseases Institute (IDI) is an independently governed institute within the College of Health Sciences at Makerere University and has the mission “To strengthen health systems in Africa, with a strong emphasis on infectious diseases, through research and capacity development.” IDI has operations across Uganda as well as in a number of other African countries and has a staffing of over 1,000 managing multiple projects in research, clinical services, public health and training.

 

Job Summary:

The Officer, SIBD will have overall responsibility for two major functions at IDI:

  • Support the development and implementation of effective corporate M&E systems and practices at IDI.
  • Support resource generation in order to secure funding for programme work and organizational core costs from a wide range of income streams.
  • The Officer will be evaluated by the Manager Strategic Information & Business Development

 

Key Duties and Responsibilities:

Strategic Information responsibilities

  • The Officer, SIBD will support all aspects of the M&E function at IDI with responsibilities including, but not necessarily limited to, the following:
  • Support development of the M&E component of the IDI Strategic Plan and Logframe including appropriate indicators and milestones; periodic data collection to support this process.
  • Support preparation of the quarterly Key Performance Indicators for IDI (and other periodic or ad hoc reports) including addressing issues of timeliness, completeness and quality of the data; additional development of KPIs to support tracking of emerging programmatic, business and process objectives.
  • Assist in development, monitoring and evaluation of annual business plans with indicators of IDI programmes.
  • Support preparation of reports to stakeholders including production of M&E information relating to the activities of the IDI Board.
  • Support development of relevant tools and strategies as required to effectively monitor and evaluate the identified indicators at the corporate and project level.
  • Participate in establishing M&E systems and production of KPIs at the project level, in consultation with project teams, to monitor project activities, outputs and outcomes.
  • Participate in the design and implementation of M&E capacity-building initiatives for staff and partners/other organizations
  • The Officer, SIBD will be working in a developing environment and may therefore be required to undertake other appropriate duties not specifically referred to above.

Business Development responsibilities

  • The Officer, SIBD will support all aspects of the Business Development function at IDI with responsibilities including, but not necessarily limited to, the following:
  • Research and identify new funding opportunities in line with IDI strategy across multiple resource streams from both public and private agencies.
  • Support the development of tailored proposals and applications to funding bodies and potential donors including research, writing technical sections and coordination of administrative requirements.
  • Support the submission of proposals to potential funders.
  • Maintain an up-to-date register of funding agencies and the opportunities for income/resource generation for IDI related to each.
  • Support the analysis of resource generation achievement against targets.
  • Assess later stages of existing projects with a view to identifying opportunities for ’follow on’ projects.
  • Assist in identifying appropriate support (internal and external) for new project design.




Qualifications, Skills and Experience:

  • Bachelor Degree in health or social/behavioural sciences or statistics.
  • Person Specification
  • The candidate should have:
  • Strong analytical skills for programs decision-making.
  • Good organization skills including ability to track/ monitor multiple funding prospects simultaneously.
  • Good interpersonal skills including strong verbal and written communication skills.
  • High proficiency in the use of Word, Outlook, PowerPoint, and spreadsheets.
  • Ability to work in a proactive manner with little supervision.
