About Organisation:

Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.

 

About USAID Project:

The USAID Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS Program (MJAP) Activity is a project of Makerere University Joint AIDS Program (MJAP) funded by USAID. MJAP was granted this PEPFAR funding Award to support public health facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to implement quality Integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control.

 

Job Summary:   The Director Financial Management and Operations is a member of the project’s senior management team and oversees the overall financial and project operational functions under the supervision of the Chief of Party. The Director will ensure the project’s financial management, personnel, administrative and contractual operations systems are implemented in line with the USAID regulations, standard operating procedures and good business practices. The Director will safeguard the assets (financial and physical) of the USAID-LPHS-EC against fraud, loss or misuse. He/she will review, prepare and submit accurate accountabilities and the financial reports of the project.

 

Key Duties and Responsibilities:

  • Initiate, develop and monitor the implementation of financial control systems, policies and procedures to maintain financial discipline regarding financial policies and regulations of the organization
  • With the Chief of Party, lead the preparation and management of project budgets and pipeline expenditures. Manage monitoring, analysis and reporting of actual and accrued expenditures against project budgets for accurate project pipelines, estimates of upcoming cash needs and overall efficient and effective financial management of the project.
  • Prepare the project annual budgets and work plans, monitor the preparation and implementation of approved departmental/program/project budgets by Project Management Team
  • Exercise independent discretion and judgment to monitor the financial performance of the organization against approved revenue and expenditure estimates and prepare regular reports to advise the COP and management on Budgetary control and Cost cutting measures within agreed reporting deadlines
  • Review all approved payments for the project’s local vendors, contractors and consultants for goods and services received, in accordance with USAID regulations and MJAP financial management policies
  • Maintain the project’s good standing with all mandated tax and registrations, including submission of payments and required reports.
  • Develop and monitor the implementation of a strategy for facilitating periodic internal, external and donor audits and implementing related audit findings in line with the auditing standards and guidelines
  • Review and approve documents/reports regarding procurement, distribution, allocation and appropriate use of assets, facilities, materials, staff salaries and other expenditures in line with the organization’s financial policies
  • In conjunction with the Chief of the Party, supervise the talent acquisition and other HR-related functions jointly with the HR Management team
  • Supervise and maintain a competent and motivated team of staff in the finance directorate in line with the Human resources manual.





Qualifications, Skills and Experience:

  • A Bachelor’s (honors) degree in Commerce, Accounting or Finance and a master’s degree in finance, Accounting or an MBA with accounting option.
  • A relevant professional qualification e.g. ACCA or CPA.
  • The candidate must have at least ten (10) years’ work experience, and at least Five (5) years service in a Senior Management role
  • Experience in Finance and accounting at senior management level in a reputable organization, preferably in a USAID funded Non-Governmental Organization
  • Proven expertise in finance, accounting and auditing, including automated financial systems
  • Knowledge of Finance and accounting packages most especially; Sun Systems
  • Have Key personal competences in Team and communication skills, analytical skills, networking and partnership skills. Must be dynamic, Persuasive & convincing, self- motivated and able to demonstrate high initiative
  • Ability to travel frequently to the field to monitor efficient use of resources and ensure compliance.
