About Organisation:

Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.

 

About USAID Project:

The USAID Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS Program (MJAP) Activity is a project of Makerere University Joint AIDS Program (MJAP) funded by USAID. MJAP was granted this PEPFAR funding Award to support public health facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to implement quality Integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control.

 

Job Summary:   Responsible for providing high level strategic leadership, guidance, oversight and supervision of the design, implementation, monitoring of project-supported high quality, high-impact interventions to support delivery of HIV prevention, care & treatment and Tuberculosis services in the 12 East Central districts. S/he will directly assist the Chief of Party in the documentation of implementation and impact of these interventions. S/he will mentor and supervise a team of other senior level teams who manage the different program components. He/she he will support the Chief of Party in project management functions including representation at USAID, Ministry of Health and Districts.

 

Key Duties and Responsibilities:

  • Technical oversight and capacity development of all project activities, specifically, responsible for the implementation of services related to HIV/AIDS and TB/HIV
  • Supervise and provide ongoing strategic leadership and technical guidance to the project HIV/TB teams to effectively provide program implementation support to cluster, district and healthcare facility-based teams.
  • Work closely with other Directors and teams, design and lead technical understanding of initiatives to strengthen the capacity of districts, healthcare facilities and respective communities to deliver high quality, high impact health interventions and services.
  • Oversee and ensure appropriate technical support provided by the project to cluster and district teams, effectively support service provider teams at facilities and in communities to deliver quality HIV/TB and related services.
  • Take lead in the rapidly evolving design, implementation and tracking of HIV/TB program interventions and activities, using a Collaboration, Learning and Adaptation (CLA) approach as well as ensuring adherence to relevant national policies and guidelines.
  • Closely work with other project senior, mid-level management and field teams as well as district and service provider teams to routinely use QI methods to address service delivery performance gaps.
  • Ensure integration across all technical areas of the project through Health System Strengthening
  • Actively involved in engagement meetings and fora at MOH (including participating in relevant National TWGs) and USAID as may be required, including effectively representing the LPHS-EC and preparing and making high quality presentations in these engagements.
  • Prepare and present routine and periodic program reports, as may be required

Oversight and Management responsibilities

  • Support the Chief of Party in technical and managerial roles, including supervision and appraisals for the assigned staff.
  • Support the Chief of Party in budget tracking, review and approval of requests, purchases and reports
  • Coordinate with key project counterparts including USAID, MOH, districts and Implementing Partners in the LPHS EC Region.
  • Work closely with COP and the project team, the development of annual work plans, reports and other deliverables to USAID.
  • Coordinate development of knowledge management, including success stories, technical briefs and abstracts for national and international conferences.
  • Perform all responsibilities for COP when he is away on annual leave or other engagements as requested, including oversight for other departments.
  • Participate in business development activities.





Qualifications, Skills and Experience:

  • Post-graduate degree in Public Health/Health Administration or a related field.
  • Minimum of 10 years of professional working experience in strengthening service delivery systems in HIV/TB in Uganda, ideally working closely with central and district local governments to design, implement and monitor related public health interventions and at least Five (5) years’ service in a Senior Management role
  • Broad knowledge and understanding of the Ugandan health care system, particularly the public health system (district health services) and good knowledge of relevant community support structures.
  • Excellent organizational, analytical, and problem-solving skills and oral and written communication skills in English.
  • Previous experience working with US funded government programs

Desired Experience & Qualifications

  • Experience with USAID, PEPFAR and or other donor projects.
  • Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders on HIV/TB and/or RMNCH initiatives in alignment with national strategic plans.
  • Experience in managing quality improvement interventions and technical/institutional capacity building programs.
  • Experience working within Uganda is strongly preferred
