Job Summary: The Control Tower Manager will coordinate the communication, tracking and reporting of the control tower based in Kampala
Job Purpose: Ensuring strict compliance with company regulations by drivers. Identifying on-road exceptions and taking immediate remedial action. Coordinating and responding to emergency situations
Ensure timely reporting and communication to all parties (transporter, Bollore and clients)
Key Duties and Responsibilities:
Track and trace
Track vehicle by GPS system: Connect on the IVMS daily getting truck position of each transporter (MSA, on route, at site, coming back empty)
Develop and implement the tracking system (IVMS to be implemented on all trucks)
Submit daily, weekly, and comprehensive monthly reports to the supervisor on vehicle movements and problems:
Daily 09:00am report of truck situation per transporter to Mombasa team
Trucks in rotation (transporter, location, Number of trucks, Client, shipment and delays if any)
Transit time
Performance per truck / rotation per truck
Mileage covered
Alerts (speed, night driving)
Monitoring truck driver performance (50-plus vehicles): daily violations report to QHSE Bollore and transporters.
Ensuring strict compliance with company regulations by drivers; Sharing daily violations report to Bollore and transporter. Keeping a weekly, monthly tracking of all these violations per truck and per transporter.
Report daily transport and loading forecasts from Mombasa team and consolidate all information into the tracking report (contact with transporter and Mombasa)
Share the daily tracking report to all oil and gas clients via Email and via other tools (as WhatsApp)
Alert the client for all convoys approaching site + update of ETA (this must be done 2 times per day = 2 communications to client per day) via Email and WhatsApp.
Be in touch with convoy leader to ensure convoy management rules are respected
Coordinate the actions with our teams in Mombasa, at the border and at site(s)
Compare the tracking vs IVMS (respect of convoy distance + contact transporter in case of distance or gap created on the road)
Prepare the TSO based on tracking documentation and participate in the transporter invoice approval process.
Track fuel usage and consumption rates and compile the monthly fuel reports.
Ensure that potential problems or fuel misuse is raised to management.
Identifying on-road exceptions and taking immediate remedial action in case of incidents.
Coordinating and responding to emergency situations.
Ensure and report on the Trucks/Trailers Nationality registration
Ensure and report on the Nationality of the drivers, training and certifications
Ensure and report on drivers’ interaction with Communities
This role will cover all O&G clients for ILST and Bollore Uganda
Reporting (out of track and trace scope)
Review the Total/EPC SOP and extract all reporting to be made at all levels (Ops, finance, QHSE)
Create the list of deliverables and keep an action plan with actions, date, responsible party until completion
Prepare the daily, weekly, bi-monthly or monthly client report and coordinate the reporting with the finance and operations team
Work instructions
Coordinate the reception of the PO (purchase order) received from client (via Email or via the online platform), ensure each PO has a working order, validated by client (same to be coordinated with operations), and this, until completion
Report every day the status on the PO/Work instruction (received, submitted, validated, rejected,)
Communicate all info’s to the different parties (transporters, Mombasa, Border and site) which are related to the PO and for a smooth organization (earlier enough for the different parties to prepare)
Qualifications, Skills and Experience:
Required Skills
Excellent knowledge of Microsoft Office Packages
Good communication skills (verbal & written)
Flexibility
Minimum Education Requirements
A minimum of 4-5 years’ experience in a similar role in a busy environment.
Certificate in Logistics
A minimum of a bachelor’s degree in information systems or any other relevant discipline.
Certificate in Microsoft Office packages
Key Performance Indicators:
Daily alert to the client for all convoys approaching site + update of ETA (this must be done 2 times per day = 2 communications to client per day)
Daily tracking report on Truck locations, timings and violations (see above)
Daily, weekly, bi or monthly report to be sent on time
PO and working order (Work instruction to be issued within 24Hrs after reception of PO, Working order to be validated 48Hrs after)
