About Organisation:
The Government of Uganda (GoU) with support from the United Kingdom – Foreign, Commonwealth and Development Office (FCDO) is implementing the Clean Cooking Support and Scale Programme. As part of the programme, and through the Global Green Growth Institute (GGGI), GoU is establishing a Clean Cooking Unit (CCU) at the Ministry of Energy and Mineral Development (MEMD).
Job Summary: The purpose of this assignment is to provide leadership and strategic direction for the Clean Cooking Unit (CCU) within the Ministry of Energy and Mineral Development (MEMD) of the Government of Uganda (GoU). The Clean Cooking Officer– Green Finance of the CCU will be responsible for ensuring the attainment of the objectives below, driving forward Uganda’s clean cooking agenda. This position is funded by the UK Foreign Commonwealth Development Office (FCDO) in Uganda through the Global Green Growth Institute.
Key Duties and Responsibilities:
Assist in identifying and developing green finance opportunities to support clean cooking projects, including grants, loans, and carbon finance mechanisms.
Work with senior officers to prepare funding proposals and applications for financial support from donors, development partners, and international financing institutions.
Track the financial performance and progress of clean cooking projects, ensuring alignment with budgetary goals and compliance with funding requirements.
Engage with stakeholders, including private sector investors, financial institutions, and development partners, to promote and secure financing for clean cooking initiatives.
Assist in the preparation of financial reports, providing accurate and timely information on the financial status of clean cooking projects to relevant stakeholders.
Contribute to building internal and external capacity on green finance by organizing workshops, seminars, and training sessions focused on financing mechanisms for clean cooking solutions.
Support the development and implementation of policies and strategies that enhance access to green finance for clean cooking technologies and projects.
Assist in ensuring that clean cooking projects adhere to best practices and compliance standards related to green finance, including environmental and social safeguards.
Perform financial analysis and risk assessments for proposed clean cooking projects to determine their feasibility and sustainability.
Facilitate communication and information sharing with stakeholders regarding green finance opportunities, project updates, and financial performance.
Engagement
Contribute to building and maintaining strong relationships with key stakeholders, including private sector investors, financial institutions, development partners, and government agencies, to promote and secure financing for clean cooking projects.
Facilitate financial knowledge sharing through dissemination of information on green finance opportunities, mechanisms, and best practices to internal and external stakeholders to enhance the financial literacy and capacity of the clean cooking sector.
Support the development and implementation of financial strategies that align with national energy and environmental goals, contributing to the overall financial planning and sustainability of the Clean Cooking Unit.
Participate in advocacy efforts by organizing and contributing to public campaigns, workshops, and conferences aimed at raising awareness about the importance and opportunities of green finance for clean cooking initiatives.
Work collaboratively with the GGGI and MEMD teams, as well as other departments (legal, HR, procurement, etc.), to ensure the effective and compliant implementation of green finance activities within the Clean Cooking Unit.
Support in incorporating green finance initiatives into the broader framework of
MEMD’s clean cooking strategies and projects, ensuring coherence with national policies and objectives.
Delivery
Track and analyze the financial performance of clean cooking projects, ensuring alignment with budgetary goals and compliance with funding requirements, and prepare detailed financial reports for stakeholders.
Assist in identifying, preparing, and submitting funding proposals to secure financial support from donors, development partners, and international financing institutions for clean cooking projects.
Organize and facilitate training programs, workshops, and seminars to enhance stakeholders’ understanding and skills on green finance mechanisms applicable to clean cooking initiatives.
Build and maintain strong relationships with key stakeholders, including private sector investors, financial institutions, development partners, and government agencies, to promote and secure financing for clean cooking projects.
Assist in developing and implementing financial strategies that align with national energy and environmental goals, contributing to the overall financial planning and sustainability of the Clean Cooking Unit.
Assist in drafting financial policy briefs, position papers, and reports on green finance opportunities and sustainable energy solutions to support MEMD’s strategic objectives.
Contribute to the dissemination of information on green finance opportunities, mechanisms, and best practices to internal and external stakeholders to enhance the financial literacy and capacity of the clean cooking sector.
Support the integration and implementation of green finance components within clean cooking projects, ensuring timely and efficient delivery of financial resources.
Assist in the formulation of annual and medium-term budgets and work plans for the CCU, ensuring resources are allocated effectively to support clean cooking programs.
Collaborate with the GGGI and MEMD teams, as well as other departments (legal, HR, procurement, etc.), to ensure the effective and compliant implementation of green finance activities within the Clean Cooking Unit.
Support the Unit Head in preparation and submission of financial reports on green finance activities to donors, development partners, and internal stakeholders, ensuring transparency and accountability.
Assist in identifying gaps in financial resources related to clean cooking technologies and infrastructure, aligning efforts with national energy and environmental strategies.
Perform any other duties as may be assigned to support the overall objectives of the CCU and MEMD, including liaison on core MEMD/Partner programmes/projects.
Qualifications, Skills and Experience:
Bachelor’s degree in development economics, Economic Policy and Planning, Sustainable Development Finance, Microfinance, Environmental Finance, Climate Finance or a comparable relevant field.
Additional training in green financing, or carbon financing
Demonstrated knowledge of working in areas such as climate change mitigation
3+ years’ experience preferably in Uganda and working closely with business teams and developing concept notes and proposals for various funding opportunities in line with private sector facing financial institutions.
The candidate should have 2 years of work experience related to the carbon markets or green financing area.
Experience developing strategies, guidelines and tools to manage partnerships and support teams effectively within financial institutions.
Experience supporting projects related to clean energy or clean cooking, specifically in project financing.
Excellent written, verbal, and interpersonal skills.
Understanding of climate change mitigation strategies and emission reduction benefits accruing from low-carbon energy technologies.
Ability to listen actively, be diplomatic, and share knowledge and information well.
Applicants must be aged 30-45.
Master’s degree is an added advantage.
Functional
Proven strong network within Uganda within the required themes.
Proven experience working with Ugandan Government entities especially with those involved in this Project (as mentioned above).
Good understanding of the local context and the relevant policy environment.
Detail-oriented striving for quality and consistency in all outputs and communications.
Output-oriented, demonstrating creativity, innovation and an entrepreneurial drive.
Highly organized and able to effectively and efficiently multi-task and prioritize.
Comfortable working both in a team and independently.
Good organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
Demonstrated experience in implementing projects that are supported and/or executed by both international and local consultants.
