About Organisation:

Makerere University Joint AIDS Program (MJAP) emerged from the Mulago – Mbarara Teaching Hospitals Joint AIDS Program (MJAP) which was established in November 2004 under the then Makerere University Faculty of Medicine. Over the last 20 years, we have broadened our work beyond the support of provision of comprehensive HIV and TB services to include capacity strengthening for health care workers across Uganda and conduct research to inform policies for HIV/TB and other HIV comorbidities in the country.

 

About USAID Project:

The USAID Local Partner Health Services East Central – Transition award to Makerere University Joint AIDS Program (MJAP) Activity is a project of Makerere University Joint AIDS Program (MJAP) funded by USAID. MJAP was granted this PEPFAR funding Award to support public health facilities and their communities in 12 districts and Jinja City that include Bugiri, Bugweri Busia, Buyende, Iganga, Jinja, Kamuli, Kaliro, Luuka, Mayuge, Namayingo and Namutumba; to implement quality Integrated HIV/AIDS and TB services and contribute to the attainment and sustenance of epidemic control.

 

Job Summary:  Provide the overall strategic direction and technical oversight for the LPHS-EC Project and will also have the primary responsibility for liaising with USAID and other stakeholders in Uganda. As part of overseeing and ensuring successful program implementation, the COP is expected to set the technical vision and approach along with managing multiple project teams and consortium members. The COP will also safeguard the Project’s and organization’s resources by complying with award terms and conditions, USAID-and all other applicable policies and regulations mitigating risks of fraud, waste and abuse in all aspects of project operations and administration.

 

Key Duties and Responsibilities:

  • Responsible for the overall project management and performance in the design and implementation of project strategy in alignment with the Project’s key objectives and expected outcomes
  • Provide overall responsibility for project activities, implementation and outcomes; with emphasis on technical components, including overseeing key personnel, technical project support, and all sub-grantees
  • Design and oversee annual project planning cycle to develop comprehensive annual work plans, detailed implementation plans and results reporting for the project
  • Ensure efficient function in administrative and financial processes and in full compliance with MJAP’s standards, protocols, guidelines and processes ensuring maintenance of adequate internal controls
  • Ensure close collaboration of MJAP, Ministry of Health, USAID, other implementing partners and collaborators
  • Main liaison with USAID, Government of Uganda, and other stakeholders
  • Responsible for partner management and represents the project at meetings with funders, MOH officials, roundtables, working groups, conferences
  • Contribute to overall knowledge management strategies through demonstrative thought leadership and participation at senior levels of influence to strategically direct funding and investments at the local, country, regional and global level
  • Maintain close working relationships and partnerships with other Chiefs of Party within Uganda and globally





Qualifications, Skills and Experience:

  • Post-graduate degree in Public Health/Health Administration or a related field.
  • Minimum of 12 years of professional working experience in strengthening service delivery systems in HIV/TB in Uganda, ideally working closely with central and district local governments to design, implement and monitor related public health interventions and atleast Seven (7) years service in a Senior Management role
  • Broad knowledge and understanding of the Ugandan health care system, particularly the public health system (district health services) and good knowledge of relevant community support structures.
  • Excellent organizational, analytical, and problem-solving skills and oral and written communication skills in English.
  • Previous experience working with US funded government programs

Desired Experience & Qualifications

  • Experience with USAID, PEPFAR and or other donor projects.
  • Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders on HIV/TB and/or RMNCH initiatives in alignment with national strategic plans.
  • Experience in managing quality improvement interventions and technical/institutional capacity building programs.
  • Experience working within Uganda is strongly preferred
