Job Summary: The Job holder will be based in Moroto and provides security support to WFP activities in Karamoja Area Office (Moroto and Kotido offices) as well as support Tororo Sub-Office. He/she reports to the Head of Area Office for Karamoja and Head of Sub Office -Tororo for all administrative and operational issues. He/she reports to the Head of Security for WFP at Country Office on technical security matters.
The job holder is expected to take responsibility for the completion of a range of security-related processes and activities requiring some interpretation of standard guidelines and practices. He/she should be able to recommend a course of action on a range of security issues, deal with staff at various levels and may allocate tasks to other colleagues. This job may require reporting for duty on short notice. The job holder will be required to perform a range of specialized and process-oriented responsibilities related to security operations including monitoring and maintaining security equipment in line with established procedures.
Key Duties and Responsibilities:
- Review security threats and risks, compile accurate reports on trends and situations that could adversely impact WFP operations to ensure information is accurately collated to support reporting and timely decision-making.
- Review security-related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to provide basic analyses and reports to ensure information is readily available to staff and relevant stakeholders.
- Provide Weekly Security Operational updates with basic analysis of security trends and how it may impact WFP activities in the area.
- Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.
- Plan, coordinate, prepare and conduct field missions including tracking of staff, and perform regular security assessments in the area of responsibility to support safe and effective programme delivery.
- Prepare detailed security assessment reports after field missions with risk mitigation recommendations to support security situation analysis and facilitate decision-making.
- Advise Head of Area Office and other staff on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
- Develop and keep updated security contingency plans/ Warden System, staff list and conduct headcount when required.
- Provide security orientation briefing to newly arrived staff to ensure staff are well-informed of local security conditions and procedures.
- Assist in implementation of Security Risk Management measure to ensure compliance with security standards.
- Manage and maintain security equipment in functional state and identify new requirements to strengthen capacity in line with business requirements.
- Monitor and ensure access control procedures are effective and stringently followed by all staff and visitors to ensure accountability and maintenance of safe and secure environment.
- Represent WFP at inter-agency meetings e.g. Area security cells meeting to contribute to technical discussions and exchange of knowledge and experience and advocate for the WFP position.
- Identify potential security training and development opportunities and needs, coordinate and facilitate training sessions as required to build the security capabilities of WFP staff and external partners
Qualifications, Skills and Experience:
- Education: University degree in Community Psychology, Social Work and Social Administration, Social Sciences or any other related. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
- Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.
Knowledge and Skills:
- Has gained sound knowledge of security operations technical processes
- Has provided technical guidance and training to staff members within area of expertise
- Has supported research and collation of data which feeds into reports that inform security operations activities
- Specialized knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
- Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
- Training and experience in fire and related intervention/evacuation procedures.
- Ability to manage emergency situations and remain calm.
- Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
- Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
- Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
- Willingness to attend security trainings and comply with UNSMS standards.
- Language: Fluency in both oral and written communication in English. Ability to speak, read and understand local Ugandan languages of the duty station is added advantage.
Duration of contract: 1 year (with possibility of renewal)
Functional capabilities:

- Security resource management
- Demonstrates ability to track and compile reports on Area Office activities and Field staffing and financial resource usage on a project-level basis.
- Analysis and solution development
- Demonstrates understanding of key UN inter-governmental body partner agencies. Understands implications of security information and reports and supports in the identification of mitigating actions against threats and vulnerabilities to WFP’s operations.
- Planning compliance and emergency management
- Supports in planning and prioritization practices in-line with established UN/WFP security policies and procedures.
