Client brief:

The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometres (km) of which 296 km will be in Uganda.  In Uganda, the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai, and Kyotera.

 

Job Summary:   The Senior Fabrication Supervisor is responsible for overall Supervision of the site fabrication activities of the EPcmC staff & CONTRACTORs. They will ensure work is carried out using safe working practices and is completed per the project codes, standards, drawings, and specifications.

 

Key Duties and Responsibilities:

  • Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the pipeline and associated AGI, EITS and MST facilities are on-time and to budget.
  • To provide on-the-job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
  • Work as directed by the Lot Manager within the allocated construction work packages issued.
  • Implement, use, and communicate safe work practices on and off the project sites.
  • Inspecting construction sites regularly to identify and eliminate potential safety hazards.
  • Attend regular site meetings for project scheduling, contractor performance, materials, and vendors.
  • Ensure that contractors fully execute and comply with their contracted scope of work.
  • Identify any conflicts in site fabrication works and AFC detailed fabrication shop drawings.
  • Ensure inspections of equipment/materials/installations are planned, scheduled, and reported.
  • Develop field inspection schedules of the works in progress for compliance reporting.
  • Providing instruction and guidance to Supervisors on priority site fabrication work scope activities.
  • Review and assess site fabrication production reports and welding rate KPI’s and identify concerns.
  • Ensure the logistics team is managing ROS dates for site fabrication materials to maintain production.
  • Review site and field fabrication activities against progress reports and report any deficiencies.
  • Ensure 3rd Party providers for NDE inspection and testing do not have any critical backlog or delays.
  • Supervision of welding ITP inspection surveillance and hold points by the designated inspection personnel.
  • Verify and communicate priority systems and subsystem readiness for testing to field supervisors.
  • Interface with field engineering, EITS, AGI, and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
  • Work within a multi-cultural business framework and provide ethical and compliant support.
  • Mentor exemplary behavior regarding HSE, Ethics, and Company “Code of Conduct” policy.





Qualifications, Skills and Experience:

  • Tertiary/Professional qualification in materials/welding or other Company agreed on applicable discipline qualifications that support the fabrication management and construction execution of the onshore pipeline and related AGI, EITS, and MST facilities work scopes.
  • Minimum 15 years site greenfield construction fabrication experience working in the Oil & Gas sectors.
  • Extensive knowledge of, and/or a certification in CSWIP/AWS welding Inspection.
  • Demonstrated experience in similar lead roles on large pipeline or process plant projects.
  • 8 years of construction experience working within a cross-functional oil & gas pipeline project team supporting; field engineering, interface, contractor construction, and completion readiness.
  • Experienced in analyzing welding data to report accurate KPIs and progress status back to the Superintendent and/or project management team.
  • Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery.
  • Competency within industry applications such as Assure, OMIE, Aconex, PowerBI, P6, SharePoint, Adobe, MS Office – Word, Excel, PowerPoint, Visio.
  • Demonstrate proficiency in the interpretation of engineering drawings, fabrication plans and specifications.
  • Demonstrated knowledge and understanding of the criticality of material ROS dates to support fabrication.
  • Demonstrate knowledge and interpretation of welding qualifications, procedures and NDE testing.
  • Demonstrate knowledge and understanding of pre and post-weld heat treatments PWHT requirements.
  • Demonstrate knowledge and understanding of coating requirements and coating repairs.
  • Demonstrate proficiency in the supervision of site-fabricated piping and tie-in to plant and equipment.
  • Demonstrate knowledge and understanding of pipework hydro-testing, flushing, cleaning and box-up.
  • General knowledge of flange management and bolt torque procedures.
  • General knowledge of codes such as; ASME, API, AWS, NACE, SSPC, ANST related to fabrication works.
  • Understanding of system/sub-systems testing, commissioning, and completions management.
  • Understanding and knowledge of the requirements of LOTO and energy isolation procedures.
  • Demonstrated knowledge of construction compliance, risk controls, and site HSE hierarchy.
  • Understanding of critical path and key milestones within the construction planning programs for pipe works.
  • A high focus on identifying and meeting the key project deliverables and objectives.
  • Demonstrated communication skills including the ability to articulate fabrication concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
  • Previous experience working with multicultural contractors’ and reporting their performance.
  • Staff management experience (knowledge of mentoring and motivation techniques).
  • Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
