About LIFT
The LIFT project aims at promoting locally led, climate resilient and inclusive livelihoods for host and refugee communities in Lamwo district. This project will be implemented under a consortium of three organisations. Under this partnership, UCOBAC will support refugees and host communities, with resilient livelihoods, secure access ownership and use of land to process their trauma and start a new life.
By building local capacity and ownership of activities, the project seeks to support households, local organisations, and communities to take informed decisions, which consider the needs of vulnerable people, particularly empowering women, youth, and persons with disability.
Job Summary: UCOBAC is looking for a qualified professional to lead interventions aimed at supporting host communities and persons of concern in Lamwo district have secure access to land. The project officer will exercise high standards and timely delivery of planned activities while ensuring that capacities of Stakeholders are built and enhanced. Specifically, the project officer will be responsible for building the capacities of district and sub county land management institutions on customary land registration and land tenancy agreements, land dispute resolution and self-financing mechanisms. This position requires strong coordination, communication, and technical capacity to train, supervise, guide and report on project results.
Key Duties and Responsibilities:
Project Implementation
- Take lead in the coordination of all project field activities.
- Organize and support capacity building activities for selected project participants in line with the capacity development plan.
- Conduct periodic assessment of the technical capacity needs and challenges and regularly update the capacity building plan.
- Ensure coordination with other relevant departments, agencies and organizations for transformative project results.
Land mapping and documentation
- Provide technical expertise on land governance through trainings, mentorship and monitoring.
- Support the capacity building of district and sub-county land management institutions in customary land registration, land tenancy agreements, alternative dispute resolution and self-financing mechanisms.
- Undertake backstopping, mentorship and coaching to both district and sub county institutions on customary land registration, land tenancy agreements, alternative dispute resolution and self-financing mechanisms in the context of refugee settings.
- Supervise mapping and demarcation of land and ensure collection of quality data in compliance with acceptable standards and guidelines.
- Ensure completeness of data collected for customary land registration.
- Oversee the compilation and safe storage of land registration documentation
- Provide technical expertise in land mapping and documentation using pro-poor and fit for purpose land tools.
- Ensure timely submission of data to the Ministry.
- Any other duties as may be assigned from time to time.
Documentation, Reporting and knowledge management
- Develop monthly project activity work plans.
- Write and submit specific activity reports, and any other reports when necessary to his/her supervisor in a timely.
- Write and submit comprehensive monthly progress reports.
- Take lead in documentation and sharing of impact/success stories and best practices to promote learning and awareness.
Rights of marginalized groups
- Apply the UCOBAC GESI approach for land governance to ensure the full and equal participation and benefit of women, youth, elderly and people with disability in the project interventions and outcomes.
- Work with local leaders and project participants to protect children from any form of project related abuse.
- Respect and advocate for the protection of rights of women and girls.
Qualifications, Skills and Experience:
- Applicants should be Ugandans in possession of an Honors Bachelor’s Degree in Land Surveying from a recognized institution.
- Demonstrated knowledge of GIS software preferably QGIS.
- Good command of English and Acholi. Fluency in Arabic, Dinka or Nuer is an added advantage.
- The applicant should know how to ride a motorcycle and possess a valid rider’s permit
- Proven Information and Communication Technology (ICT) and computer proficiency.
- Excellent verbal and written communication skills.
- Ability to work independently and collaboratively in a team environment.
- Strong organizational and project management skills.
