About Organisation:

The Government of Uganda has applied for financing from the Global Environment Facility (GEF) for the development of the “Strengthening the Adaptive Capacity and Resilience of Communities in Uganda’s Watersheds” Project. The project will be financed by the Least Developed Countries Fund (LDCF) managed by the Global Environment Facility (GEF). It will be a complementary and catalytic source of support in enhancing the effectiveness of the AVCP 1 and utilize its scale to make the agriculture value chain and watersheds resilient to climate change. The Project’s Executing Agency will be Ministry of Water and Environment (MWE) who will be responsible for the overall implementation and management of the Project. The MWE will coordinate implementation of activities being undertaken.

 

Job Summary:   The Ministry of Water and Environment seeks to recruit a PROJECT ACCOUNTANT for the project. Purpose: The objective of this assignment is to ensure timely, efficient and effective management of project resources for timely implementation of project activities in accordance with the project Financial Management manual.




Key Duties and Responsibilities:

Overall leadership of the Finance department in the area of,

Preparation of the Project Annual Work plan and Budget.

Enforcing of the approved Annual Work Plan and Budget in accordance with Bank’s requirements in project finance management manual and guidelines.

Preparation of the project accounts and processing of all accounting transactions, including payroll, operating expenses.

Preparing the disbursement request and justification of funds utilization.

Maintain proper files and records, with supporting documents.

Reconciling and reviewing cash at bank and on hand.

Ensure that internal control procedures are adhered to at all levels.

Preparing timely submission of quarterly interim and annual financial reports.

Facilitate the project Audit by internal as well as external Auditors.

Execute any other project assignment as may be assigned.

Constantly advice the project coordinator on project finance related issues.

 

Qualifications, Skills and Experience:

University degree (Hons) in accounting preferably Bachelor of Commerce or Bachelor of Business Administration, Accounting option.

Must have full professional qualifications in accounting such as CPA or ACCA.

Master’s degree in Business Administration (MBA) is an added advantage.

A minimum of 10 years of experience in financial and accounting work, solid experience in the water and environment sector.

Experience with or knowledge of AfDB procedures and donor funded programs such as IFAD, USAID, and KFW is a requirement.

Good knowledge of the PFMA.

Excellent communication, writing and presentation skills as well as a demonstrated commitment to team work.

Ability to meet targets/objectives within specified timeframe.

High degree of integrity.

Proficiency in English language is required.
