The African Network for the Care of Children Affected by HIV/AIDS (ANECCA) is a network of clinicians and social scientists across Africa working to improve the quality of health care services for women, children, adolescents, young adults, and their families in Africa by strengthening the RMNCAHN platform. ANECCA is a registered NGO in Uganda with strong collaboration with the Ministry of Health and other institutions.
Job Summary: Review and monitor the implementation of anecca-Uganda PMTCT/EID/HCT objectives in alignment with up-to-date MoH guidelines for PMTCT/EID/HCT to health facility service programs, system and structure
Key Duties and Responsibilities:
- Prepare and monitor the implementation of annual & quarterly Cluster PMTCT/EID/HCT work plans & budgets and as well the integration of PMTCT/EID/HCT activities in the health facility plans and budgets in line with anecca Financial Guidelines and approved project proposal.
- Build the capacity of health workers and key community stakeholders in PMTCT/EID/HCT service provision through training, mentorships and support supervision in the attached districts in line with PMTCT project objectives & MOH guidelines for PMTCT/EID/HCT
- Provide technical support for rational utilization, documentation and timely forecasting of HCT/PMTCT/EID logistics by the health facilities in line with anecca-Uganda and MoH logistics supply chain management system
- Provide technical support for distribution and appropriate usage of all PMTCT/EID/HCT data tools and national policies/guidelines by the health facilities in line with MoH HMIS guidelines.
- Periodically analyze the Health facility trend of retention of PMTCT pregnant & lactating mother-baby and monitor home-based follow up of PMTCT pregnant and lactating mother-baby pairs for continued PMTCT care and support in line with MoH PMTCT guidelines
- Develop/Strengthen collaborations with key stakeholders in the district and advocate for a coordinated and harmonized PMTCT/EID/HCT interventions in the cluster in line with the project objectives
- Monitor the implementation of strategies for internal and external referrals/linkages of infected clients and exposed infants to care and support for continued use of prevention, care & treatment services in line with anecca-Uganda program PMTCT project objectives
- Develop and monitor the implementation of innovative strategies to increase male involvement in PMTCT services in line with the National HIV Prevention guidelines
- Provide technical support in the integration and provision of combined HIV prevention package/services in the health facilities in line with project objectives & National HIV prevention guidelines
- Periodically review and monitor PMTCT/HCT/EID performance against set targets and submit periodic reports to key stakeholders in line with anecca- Uganda program PMTCT/EID/HCT objectives
- Carry out/ operational PMTCT/EID/HCT related research and present findings based on logical conclusions and documented related lessons learnt in conferences, journals and medical related literature in line with anecca-Uganda research guidelines
- Provide technical support in the integration and implementation of strategies to increase PITC in the health facilities in line with the project objectives and National HCT guidelines
- Write and submit weekly, monthly and quarterly reports in line with USAID LPHS-anecca, MoH and donor reporting guidelines
Qualifications, Skills and Experience:
- A degree in Nursing (reproductive health) or degree in public health or Clinical medicine and community health’ from a recognized institution and must be registered with the relevant professional body.
- Trainer of Trainers in PMTCT and Early Infant Diagnosis and must have solid working knowledge (practical skills) in the following areas: PMTCT, PWP, HCT, AB and ART
- 3 years of related experience in PMTCT/EID/HCT Programs, with a reputable international NGO, and direct experience with government and donor representatives
- Familiarity and experience working with MOH structures and personnel and good knowledge of related health systems strengthening is highly desired.
- Demonstrated level of Integrity, Emotional control, Confidentiality and Openness, Team player, ability to work under minimum supervision
- Experience and ability to work in hard-to-reach areas like Karamoja Region
