About Organisation:
The Ministry of Health under the Department of National Health Laboratory & Diagnostic Services (NHLDS) has received funding from Global Fund Grant (Microbiology/Amr Program) to fight AIDS, Tuberculosis and Malaria and wishes to use part of the grant to build strong and resilient laboratory systems that provides reference testing including genomic surveillance for pathogens of public health threat. The Ministry of Health therefore invites suitable qualified candidates to fill the positions existing in the Department of National Health Laboratory & Diagnostic Services (NHLDS) under the Global Fund Program.
Job Summary: Designing, implementing, and managing an effective framework for monitoring and evaluation.
Key Duties and Responsibilities:
Participate in design and develop plans for the effective monitoring and evaluation of NHLDS programs and projects.
Collaborate with program officers and managers to develop M&E tools and Key Performance Indicators (KPI) for all activities.
Oversee the implementation of the AMR, regionalization and other department programs by tracking, assessing, and reporting on program and project performance.
Prepare comprehensive progress reports periodically providing insights into ongoing activities. Establish and manage feedback mechanisms to address gaps and continuously improve service delivery.
Collaborate with relevant divisions, and departments to ensure the collection and compilation of data and statistics for report preparation.
Participate in statistical analysis of data to provide strategic information for decision making. Provide support to program staff to ensure a common understanding and effective implementation of monitoring and evaluation processes. Facilitate capacity-building initiatives
Perform other related tasks as may be assigned from time to time by the line Manager or other relevant authority.
Qualifications, Skills and Experience:
An Honours Bachelor’s Degree in either Economics, or Development Economics, or Quantitative Economics, or Statistics, or Monitoring and Evaluation or Bachelor’s Degree in Medicine and surgery plus a minimum of a Postgraduate Diploma in Monitoring and Evaluation from a recognized University/Institution.
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Monitoring and Evaluation officer or Economist in Monitoring & Evaluation Department in Government or equivalent level of experience from a reputable organization.
Should have extensive experience in training of trainers, developing functional monitoring and evaluation systems, M&E plans for health programs, DQAs, research, training, supervising M&E teams and managing M&E activities.
Must be well versed with the Results based Financing to facilitate analysis of the resource inputs and cost benefit which consequently informs planning.
Should have good knowledge and advisory skills to guide the development of the programmatic goals, objectives, strategic indicators and activities and familiar with development and review of the Institutional performance management plan (PMP),
Must be able to lead baseline studies, midterm and end-term programme/post implementation evaluations (impact evaluation).
M&E Experience working within the health sector in International and National NGOs/Donors whether of implementation, strategy or policy is an added advantage.
Strong analytical and statistical skills.
Public health modelling.
Effective communication and collaboration skills.
Proficiency in data collation and statistical analysis.
Good Scientific writing skills
Attention to detail and problem-solving abilities
Understanding of key performance indicators and feedback mechanisms.
