Key Duties and Responsibilities:
Organisation Development
- Support the Director- People and Culture (P&C) in implementation of the People and culture business plan and continue to enhance the quality of delivery of organizational development and learning service.
- Provide technical support and where required lead the development of and facilitate implementation of Organizational Development projects, programmes, and initiatives for the development of the World Vision’s culture, values, and Our Promise mind-sets and behaviors, management of change, employee engagement and well-being, talent management, leadership capability, and all employee development related initiatives.
- Provide technical support and direction in the development and implementation of change management processes across the organization, in partnership with P&C colleagues and managers
- Participate in and provide technical support in the review of systems, structures, policies, and procedures and guidance in organizational reviews, designs, learning and reflection events and meetings.
- Develop and implement an internal communication strategy so that People and Culture issues are communicated effectively on a regular basis throughout the organization.
Development/Capacity Building
- Conduct organizational needs analysis and lead the development of appropriate plans and programs to support employees acquire the skills and knowledge to perform their roles and meet the near and long-term needs of World Vision Uganda.
- Together with line management, develop and deliver comprehensive training programs and learning events to meet the professional development and continuing learning needs for all employee and volunteer categories in line with their role requirements, while developing and communicating clear training/learning goals and measures of success against these objectives;
- Continually develop and facilitates new and innovative formal and informal learning opportunities
- Develop and Support staff and managers in implementing a Career Development Program that meets both the employees and the organization’s objectives
- Manage and facilitate a comprehensive onboarding process for new staff focused on the retention, engagement and success of new employees In collaboration with other functions.
- Develop relevant metrics to analyse and evaluate the effectiveness of programs and services offered through L&OD, ensuring their relevancy to the overall mission of the organization as well as short- and long-term strategic objectives;
- Foster and maintain productive working relationships with external service providers, training facilitators, academic institutions, consultants, and internal subject matter experts.
Talent and Leadership Development
- Implement the World Vision Uganda talent development and management strategy to ensure the organization has the leadership and technical capability to meet current and future needs.
- Work with the People and Culture Director in planning and delivering the various development programs such as the WV Uganda leadership program, the Women in Leadership program, and others.
- Work with Line managers and the P&C Operations team to build the WVU Talent pool and succession plan.
- Work with the People & Culture Director to maintain an up to date Succession plan to ensure WVU has a pipeline for leadership.
Staff Management
- Provide vision and leadership to the P&C team on Learning & Development
- Prepare and contribute to the development of reports and internal communications to the Board, Senior Leadership Team, Senior Management Team and wider audiences
Qualifications, Skills and Experience:
- Experience in Learning and Development: Minimum of 7-10 years in L&D, with at least 3-5 years in a management or leadership role.
- Experience in Organizational Development: Proven experience in designing and implementing OD strategies, including change management, culture change initiatives, talent management, and leadership development.
- Experience in the NGO or humanitarian sector (preferred): Understanding the unique challenges and needs of organizations in this sector, particularly in a development or relief context.
Required Education, training, license, registration, and certification
- Bachelor’s Degree in Human Resource Management, Organizational Development, Education, Industrial and Organisational Psychology, or a related field.
- Master’s Degree (preferred): In Organizational Development, Human Resource Management, Business Administration, or a related discipline.
- Professional Certifications: CIPD, SHRM, or certifications in Learning and Development, Organizational Development, or Change Management.
Preferred Knowledge and Qualifications
- Learning and Development Expertise with deep knowledge of adult learning principles, instructional design, and training methodologies. Ability to design and deliver high-impact training programs across various levels of the organization.
- Organizational Development Expertise with a strong understanding of OD theories, models, and practices. Ability to lead large-scale change initiatives, including culture transformation, leadership development, and talent management.
- Strategic Thinking and Planning with the ability to develop and execute long-term OD and L&D strategies aligned with organizational goals and mission.
- Leadership and People Management with a proven ability to lead, motivate, and develop a team of professionals. Strong interpersonal skills, with the ability to build relationships and influence at all levels.
- Change Management: Proficient in managing and facilitating organizational change. Knowledge of change management methodologies and tools.
- Data-driven decision-making with the ability to analyze data and metrics to assess the effectiveness of L&D and OD initiatives and make informed decisions.
- Cultural Competence with a good understanding and sensitivity to cultural diversity and the ability to work effectively in a global organization with a diverse workforce.
- Excellent verbal and written communication skills with the ability to present ideas clearly and persuasively to different audiences.
- Strong analytical and problem-solving abilities, with a focus on innovative solutions to organizational challenges.

- Travel and/or Work Environment: The position requires ability and willingness to travel domestically up to 30% of the time and occasional international travel
