In 2005, Bantwana Initiative Uganda was founded to support the fourth wave of the HIV epidemic impact on communities that saw a massive increase in Orphans and Vulnerable Children (OVC) Since local registration, Bantwana has strengthened its collaboration with local leaders as well as focused community efforts which emphasizes holistic care for orphans and vulnerable children (OVC). Bantwana has addressed compounding vulnerabilities especially those affected by poverty, HIV, and gender-based violence, which are affecting adolescent girls and boys as well as younger children-through parenting programs.
Job Summary: The Finance & Grants Manager is responsible for ensuring that the TLC project functions efficiently and effectively in all financial, administrative, grants, procurement and operational matters while complying with BIU and the prime’s policies and procedures and donor regulations. This includes empowering and supporting the Finance and Programs team to regularly track and identify BIU TLC budget and spending priorities using sound financial principles. The Finance & Grants Manager will lead the management of the project sub awards and logistics including travel, equipment and fleet. S/he will support the BIU Director of Finance & Operations in developing the project’s financial and operational plans and will be responsible for ensuring and monitoring delivery against the agreed financial targets. This role will be supervised by the BIU Finance and Operations Director with an indirect reporting line to the BIU TLC Project Director. S/he will supervise the project’s finance and operations staff.
Key Duties and Responsibilities:
Finance and Grants Leadership
Provide leadership for planning, budgeting, and managing all financial and administrative activities under BIU TLC project
Support development, supervision, and monitor all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to minimize risk of non-compliance, meet changing regulations and best practices
Provide technical guidance in the implementation of finance and administration policies and procedures of the project.
Prepare and execute action plans to improve the efficiency and effectiveness of finance and administrative operations and to mitigate operational and compliance risks
Lead the annual TLC budgeting process, which includes but is not limited to: overseeing and reviewing the BIU TLC work plan, budget tracking, and financial reporting process and systems.
Ensure management and compliance of the sub agreements in line with financial requirements for USAID, the prime, BIU policies, and the laws of the Ugandan government.
Support targeted finance and operations technical assistance to sub award partners for financial stewardship and appropriate accountability
In consultation with the Director Finance and Operations, organize annual external audits for the project as required.
To deputize for the Director of Finance & Operations as appropriate, requiring a wide understanding of the main issues affecting the BIU and interrelated projects.
Financial Accounting and Reporting
Ensure accurate and timely project financial and contractual information is readily available for BIU senior management, the prime, and project leadership for decision-making
Support the Director of Finance & Operations with the development and enhancement of Budget Variance reporting and tracking systems
Manage month end close out processes for TLC project, including review of financial transactions entered into QuickBooks to ensure quality, timely recording and submission of expense reports, bank reconciliations, funding requests to the prime
Staff Capacity Building
Empower and deliver clear guidance to the project’s finance and operational teams to drive and tailor spending to meet performance goals with BIU TLC programs team and sub partners.
Supervise and empower field office staff to build strong field level financial and operations systems that ensure efficiency and effectiveness of project implementation
Work with other project staff to ensure a robust budgeting and financial management and tracking system for BIU that adequately recognizes and effectively accounts for resources
Identify gaps in knowledge and deliver targeting training, coaching, mentoring and guidance to staff on financial controls and operational systems
Qualifications, Skills and Experience:
Master’s degree in Accounting, Finance and Business Administration or Bachelor’s degree with a minimum of 10 years professional experience in project financial and administrative management.
Minimum 7 years of work experience at least a mid-level finance and operations position with a high performing organization working with USAID consortium and complex projects. Advanced knowledge and experience with accounting software QuickBooks.
Demonstrated supervisory experience. Previous experience working with Education and Protection projects is an added advantage
Specific Knowledge, Skills and abilities Required;
Excellent organizational, analytical, numerical and problem-solving skills
Demonstrated track record of proactively identifying and communicating potential problems and proposing solutions.
Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
Knowledge and experience with Uganda’s labor, tax, and other relevant laws
Proficiency in relevant computer applications and databases
Ability to adapt easily to changing needs and patterns of work including filed level travels
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
