Job Summary: This position is located in the Financial Office at U.S. Embassy Kampala. The incumbent serves as the full time Principal Class B Cashier responsible for a full range of cashiering duties that include; collections, disbursements, replenishments, accommodation and reverse accommodation exchanges and more. The Cashier is responsible for a total advance as annually approved as well as entering data into RFMS/C and other budget and software platforms which support Mission cashier operations.
Key Duties and Responsibilities:
Cashier/checking services 50%
- The cashier is responsible for the control and safekeeping of the regular cash advance and processes the cashier reconciliation on a daily basis and must complete the daily closure procedure outlined by the FMO, and be prepared to execute an unannounced cash verification exercise without notice. The incumbent will prepare and maintain monthly reconciliation statements and controls the annual cash flow of roughly $2 Million in USD and UGX. The incumbent is responsible for two alternate Class B Cashier and six sub cashiers, including their regular (not less than quarterly) unannounced cash count, reconciliations and training. The position receives Cashier documentation from the FSC, FSN salary checks as well as vendor checks for distribution. Receives, verifies and accounts for consular fees collected, Health Unit fees, fuel and telephone reimbursement, travel advance reimbursements and other miscellaneous collections. Provides accommodation exchange services to TDY ICASS, Program, Public Diplomacy, and other affiliated agencies in addition to over the counter and reverse accommodation exchange to departing USG American personnel. Responds to all inquiries from the FSC and local vendors pertaining to cashier operations. The Cashier is responsible for monitoring cash flows and determining special circumstances and drafting cables for approval when exceptional circumstances warrant an increase to the accountability. Prepares replenishments as necessary, ensuring the Mission is well supplied with both currencies (USD and UGX). The position will maintain contacts with local banks and will negotiate U.S. and local currency checks at the local bank drawn on the USDO account. The Cashier also prepares the sale of excess USD cash with local banks.
- Financial transactions – Incumbent reviews all financial transactions for validity, appropriateness, correctness of fiscal data, authorizing signatures, approvals, and supporting documentation. Incumbent enters transactions into RFMS/C, OTCnet application (the system for electronically processing U.S. Dollar checks).
Voucher Management 30%
- Processes vouchers and sub vouchers from the sub-cashiers. Prepares all Cashier Vouchers (i.e., telegraphic input to the Financial Services Centre (FSC)) relating to ICASS, Program, Public Diplomacy and other affiliated agencies including Overseas Building Operations (OBO), Department of Defence (DOD), National Institute of Health (NIH) and Centre for Disease Control (CDC).
Administrative Services 20%
- Maintains and recycles files containing original copies of vouchers, sub-vouchers, receipts, and other relevant documentation for all cashier transactions pertaining to ICASS, Program, Public transmittals. Maintains administrative policy, procedures, and guidelines files for Cashier operations. Maintains Chronological files for directives, circulars and telegrams as they pertain to cashiering operations and ensures that Occasional Money Holder Designation memos are on file. The Cashier will work to ensure all appropriate cashier operations information is posted on the FMC intranet site. The Cashier is responsible for drafting cables, memos, emails and notices on cashier operations. Ensures the cashier office hours are publicly posted, and the work area is maintained in a near and orderly manner. Serves as offsite cashier support for GSO auctions, and supports the Travel Office and other sections of the FMC on occasion as required by the FMO.
- Works closely with servicing Bank (USDO Account) officials. Provides banking information to new Embassy staff and serves as the principal point of contact regarding bank matters for LE Staff in the mission.

Qualifications, Skills and Experience:
Education Requirements:
- A bachelor’s degree in Business Administration, Accounting or Finance is required.
Experience:
- At least two years progressively responsible experience in voucher examining, accounting, cashiering or bookkeeping is required.
- Language: Good working knowledge; written & spoken English
Job Knowledge:
- Requires a very good working knowledge of collection and disbursing functions in an automated accounting system. Position requires good knowledge of local banking rules and regulations as well as an understanding of local laws and practices for banking and regulations as well as an understanding of local laws and practices for banking and financial institutions.
- Skills and Abilities: The ability to work independently, high level of honesty and integrity, courtesy, promptness and deference to customers, time management, ability to maintain a well-organized office, very good computer skills, especially in the use of word processing, database, excel spreadsheets, possess strong organizational skills, pay close attention to details, and have an ability to foresee, and articulate orally and in writing problems or opportunities within budget constraints to senior management; must be able to comprehend and logically apply complicated regulations and procedures and required to possess excellent public relations skills essential to work directly with FSC Charleston, post management in the embassy, chiefs of sections of all serviced agencies and their staff. The Cashier is required to responsibly handle large sums of cash and identify counterfeit bills.
