About Organisation:

The African Centre for Media Excellence was established in 2009 and was formally registered and incorporated in August that year as a company limited by guarantee and not having a share capital (a non-profit organisation). Following the enactment of the Non-Governmental Organisations Act, and the NGO Regulations in 2017, it was resolved by the members that ACME would be registered with the National Bureau of Non-Governmental Organisations as an “indigenous organization”.

 

Job Summary:   The African Centre for Media Excellence (ACME) seeks a highly motivated and results-oriented Programme Officer to spearhead the Media Support for Public Accountability and Civic Engagement in Uganda (M-SPACE) project. This individual will be a strategic leader, fostering an environment where Ugandan media thrives and citizens are empowered to actively participate in shaping their democracy.

 

Job Summary:   ACME is leading the M-SPACE project, a collaborative initiative with Uganda Editors’ Guild, Uganda Radio Network and Uganda Media Women’s Association as Consortium Partners. This project focuses on strengthening media in Northern Uganda, West Nile and Karamoja regions, and includes a national dimension. The goal of the project is to foster a more resilient, accountable and inclusive media that expands civic participation in governance processes.

 

Key Duties and Responsibilities:

  • Project Implementation and Oversight:Lead the M-SPACE project on a daily basis, ensuring all activities are executed according to the established work plan.Monitor progress meticulously and make proactive adjustments to address any potential risks or challenges.Ensure that the project adheres to timelines and budgets, implementing corrective measures as needed to guarantee smooth execution.Strategic Leadership and Planning:Develop and manage a comprehensive work plan for M-SPACE, aligning it with ACME and Consortium Partners’ overarching goals.Oversee strategic allocation of resources and budget management to ensure the project is delivered in a timely and cost-effective manner.Set strategic objectives and performance indicators to guide project progress and success.Monitoring, Evaluation, and Learning (MEL):Establish and maintain a robust MEL framework to assess project progress, measure impact, and ensure continuous improvement.Track and analyze data related to project objectives, documenting and applying lessons learned to enhance future project outcomes.Share evaluation results with stakeholders and incorporate feedback to refine project strategies.Content Creation and Knowledge Management:Contribute to the creation and production of high-quality project materials, including training manuals, research reports, and other knowledge products.Ensure that all content is accurate, relevant, and aligned with project goals and objectives.Manage knowledge sharing and dissemination processes to enhance stakeholder engagement and project effectiveness.Stakeholder Management:Cultivate and maintain strong relationships with a diverse array of stakeholders, including consortium members, government agencies, media organizations, civil society groups, journalists, and the public.Facilitate effective communication and collaboration between these groups to foster a cooperative environment and achieve project goals.Act as the primary liaison, addressing stakeholder concerns and aligning their needs with project deliverables.





Qualifications, Skills and Experience:

  • Bachelor’s degree in journalism, media, or a related field such as communication and development studies, humanities, and social sciences.
  • At least 5 years of experience working in media development, journalism, or a related field, with a proven track record of achieving impactful results.
  • Proven experience in successfully managing and delivering projects on time, within budget, and to a high standard.
  • Experience in leading and motivating teams is a plus.
  • In-depth understanding of the Ugandan media ecosystem, its current state, and its evolution, with a keen eye for emerging trends and challenges. The ability to articulate the media landscape’s strengths, weaknesses and opportunities for growth is crucial.
  • Strong grasp of key issues facing Uganda today (politics, governance, development, etc.) relevant to M-SPACE’s goals. The ability to articulate their impact on civic engagement and media’s role in addressing them is essential.

Skills:

  • Impeccable written and verbal communication skills in English, with the ability to tailor communication styles to diverse audiences.
  • Experience in training journalists or media practitioners and developing media-related knowledge products (training manuals, reports) is highly desirable.
  • Strong interpersonal and relationship management skills to build rapport and trust with stakeholders, navigate complex relationships, and facilitate a collaborative environment.
  • Excellent organisational skills with the ability to prioritise effectively, manage multiple deadlines, and work independently.
  • Some basic multimedia production skills for content creation.
