About Project:
GOAL and its consortium partner, Wageningen Environmental Research (WENR) will be commencing on an anticipated 5 years resilient and inclusive economic development programme funded by the Embassy of the Kingdom of Netherlands in Kampala.
The objective of the programme is to build climate resilient and more productive farming systems and livelihoods, with environmentally sustainable and commercially viable practices, as such sustainably increasing productivity and income of 200,000 smallholder farming households (SHF) in Busoga and Lango regions. The project is built around four pathways and outcomes: Pathway and Outcome 1: focuses on enhanced social resilience and agency in SHF households and communities; Pathway and Outcome 2: focuses on ensuring SHF farming systems are more sustainable, productive and resilient to shocks.; Pathway and Outcome 3: focuses on SHF actively participating and benefiting in inclusive markets ; and Pathway and Outcome 4: ensures SHF have enhanced voice and influence to address market system issues.
Job Summary: The Procurement manager is responsible to working closely with the programme teams to ensure delivery of Procurement and logistics functions in line with project needs, GOAL standards and donor requirements. The position holder will have a key role in delivery of GOAL policies and procedures in the region. Will input to continued innovation and improvement in procurement and logistics services.
Key Duties and Responsibilities:
Procurement Function
- Ensure that all INSPIRE procurement requests are delivered in a timely manner, ensuring that GOAL purchasing systems and relevant donor guidelines are complied with.
- Ensure that all procurement files are completed as per GOAL logistics and financial procedures, and that the paper trail is closed off by handover of all documentation to the Finance Department.
- Ensure trackers for the region are updated (Payments tracker, core cost tracker, hotel accommodation tracker and FWAs tab on the digital OTS)
- Publish procurement documents to vendors, Coordinate T/PCOMS meetings, handle all Levels BA/Reports, coordinate with HQ with review of procurements for works/services >30k Euros.
- Ensure the contract database and framework database is updated accordingly, reconciliations are completed monthly with complete paperwork for payments being submitted to Finance on a timely basis.
- Ensure extensive supplier and market surveys are carried out and a preferred supplier list (Vendor Roster) and price lists are established and regularly updated, in relation to the order tracking sheet.
- Conduct quarterly contract management performance review meetings with contractors and service providers in the field offices
Logistics Function
- Oversee the completion of the required reports and timely submission of the monthly logistics reports to the logistics manager.
- Conduct regular supervision visits within the region(s) to ensure good co-ordination and ensure staff have the necessary tools and support to carry out their work.
- Ensure that the logistics officer in Jinja office effectively manage premises, fleet, stock and assets.
- Ensure all organizational assets and premises are insured, timely insurance of newly acquired assets and settlement of claims by the insurers.
People Management
- Ensure performance reviews are completed as scheduled with Logistics officer and administration assistant, agreeing monthly and longer-term objectives reviewed accordingly.
- Build the capacity of and manage staff in the procurement and logistics department in accordance with the HR Policy, and ensure the highest standards of ethics, accountability and professionalism
Qualifications, Skills and Experience:
Essential Criteria
- A degree in Logistics and procurement/Supply chain management, business or related field.
- 5+ years of experience in Supply chain management with an International NGO with 2 years’ experience as a Logistics or Procurement Manager or equivalent level.
- Appropriate skills and experience in capacity building and training of staff, development and implementation of systems, particularly in supply chain management.
- Knowledge of project management, vehicle management, stock control and asset management systems.
- Ability and willingness to travel, in the field.
- Strong computer skills in Microsoft packages, including Word, Excel, and Outlook.
Desirable Criteria
- Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusion.
- Strong organizational and problem-solving skills with an analytical approach to work.
- CIPS/CLT, CHL, qualifications will be an added advantage.

GOAL Uganda has a skilled team of approximately 130 personnel and manages an annual operating budget of approximately €9.7 million (2024). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Mbale, Kabarole, Moroto, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity water, Irish Aid and some small foundations.
