About the Company:
Uganda Post Limited, trading as Posta Uganda. UPL is the most extensive provider of postal services in Uganda, having an extensive network of postal delivery outlets down to sub-county level.
Job Summary: Coordinate all procurement related activities in compliance with UPL’s procurement policy and PPDA regulations and, ensure timely procurement and delivery of high-quality and low-cost products as per Posta’s needs.
Key Duties and Responsibilities:
- Coordinate the procurement processes of all items required within UPL in line with the set guidelines and ensure delivery of agreed service goals and objectives in accordance with defined processes and procedures.
- Deliver procurement savings through the selection of preferred suppliers and enter into preferred supplier agreements.
- Process purchase requisitions / orders from end users by working closely with internal stakeholders to manage the selection, procurement and distribution of logistics.
- Process LPOs and contracts and, provide support to the implementation, transition and management of the contracts.
- Participate in the preparation of Bid documents based on the procurement threshold, coordinate the procurement processes and ably use legally established professional and transparent procurement policies and procedures of UPL regulations.
- Provide input for procurement plans, budgets, and proposals annually and contribute to the evaluation of offers, including the development of evaluation methodology and criteria.
- Liaise with User Departments and other stake holders in the procurement of requirements and provide assistance to the organization members related with all procurement matters.
- Support research activities and analyze the supply market and customer
- requirements, including gathering information from a variety of sources, analyzing data, identifying trends and preparing reports, including recommendations.
Key Performance Indicators
- Knowledge of Procurement rules and the PPDA Act
- Computer literacy
- Ability to meet strict deadlines
Qualifications, Skills and Experience:
Minimum Qualifications
- Bachelor’s degree (Honors) in procurement/logistics or any other discipline with a bias in procurement/supply chain management.
- Level Two CIPS qualification is an added advantage.
Working Experience
- Minimum of three (03) of years’ working experience in a Procurement and Disposal Unit in a reputable organization.
Competences
- Strong negotiation skills to ensure the right procurements.
- Ability to identify areas for cost savings across various deals.
- Ability to adapt to change.
- Understanding of risk management.
- A focus on understanding and enhancing sustainability.
- Understanding of the global market.
