About the Company:

Uganda Professional Drivers Network (UPDN) is an umbrella organization for drivers’ associations and organizations in Uganda. Established in 2015, UPDN aims to build skills for professional development, coordinate a unified voice for drivers on road safety agendas, and strengthen driver organizations for better welfare of their members. UPDN works to address the rising road crash fatalities in Uganda, which have increased by 25.9% in the last decade, resulting in significant human and economic losses. UPDN seeks to professionalize the driving industry through investments in driver training, advocacy for road safety, and collaboration with key stakeholder.

 

Job Summary:   UPDN seeks to employ a competent Monitoring and Evaluation (M&E) Officer to join its secretariat team. The M&E Officer will be responsible for designing and implementing UPDN’s monitoring and evaluation framework, tracking progress towards strategic objectives, and ensuring data-driven decision making.

 

Key Duties and Responsibilities:

M&E Framework and Data Collection and Analysis:

  • Design and develop a comprehensive M&E framework that aligns with UPDN’s strategic plan and programs.
  • Identify and define key performance indicators (KPIs), targets, and benchmarks for each program and activity.
  • Develop data collection tools, including surveys, questionnaires, and focus group discussion guides.
  • Establish a system for data management and storage.
  • Collect and compile data from various sources, including program reports, surveys, focus groups, and stakeholder feedback.
  • Ensure data quality, accuracy, and reliability by implementing data validation and verification processes.
  • Analyze data using statistical software and techniques to identify trends, patterns, and correlations.
  • Prepare data visualizations, such as charts, graphs, and infographics, to facilitate understanding and decision-making.

Progress Tracking and Reporting

  • Track progress towards strategic objectives and program targets, identifying areas of achievement and shortfall.
  • Conduct regular program monitoring and evaluation to assess effectiveness, efficiency, and impact.
  • Identify lessons learned and best practices, and document them for future reference.
  • Provide recommendations for program improvement and scaling up.
  • Prepare regular M&E reports for management, donors, and stakeholders, highlighting progress, challenges, and recommendations.
  • Ensure timely submission of reports, including quarterly and annual reports.
  • Develop and maintain UPDN reporting calendar to ensure consistency and compliance.

Capacity Building, Collaboration and Networking:

  • Build capacity of UPDN staff and partners on M&E principles, practices, and tools.
  • Provide training and mentorship to UPDN staff on data collection, analysis, and reporting.
  • Support the development of M&E plans and tools for partner organizations.
  • Collaborate with UPDN’s programs and administrative teams to ensure M&E integration and alignment.
  • Network with external stakeholders, including donors, government agencies, and NGOs, to share M&E experiences and best practices.

Documentation and Sharing of Lessons learned

  • Design and implement a system to identify, analyze, document and disseminate lessons learned.
  • Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities.
  • Ensure that ToR for consultants recruited by the project also incorporate mechanisms to capture and share lessons learned through their inputs to the project, and to ensure that the results are reflected in the reporting system described above.
  • Document, package and disseminate lessons from the project.
  • Identify and participate in additional networks that may also yield lessons that can benefit project implementation.
  • Participate in the production of quarterly newsletters for the organization.
  • Perform any other official duties that may be assigned from time to time by the Program Manager or his/her designate.




Qualifications, Skills and Experience:

  • Bachelor’s degree in Statistics, Economics, Social Sciences, or related field.
  • At least three (3) years of experience in M&E, preferably in an NGO setting.
  • Strong knowledge of M&E principles, practices, and tools.
  • Proficiency in data analysis software and Microsoft Office.
  • Excellent analytical, communication, and organizational skills.
  • A candidate with both M&E and IT Knowledge and Skills with demonstrated ability to perform both tasks shall be highly prioritized.
