About the Company:
The Uganda Protestant Medical Bureau (UPMB) was founded in 1957 as a registered faith based Non-Governmental Organization under the Trustees Incorporation Act (CAP 165) as Registered Trustees of the Uganda Protestant Medical Bureau. UPMB brings together Protestant Churches in Uganda involved in Provision of Health Services. It serves as a link between Government and / or Development Partners and UPMB-Member Institutions and provides support to its members through capacity strengthening, coordination, lobbying and Advocacy, public relations and translation of government policies.
Key Duties and Responsibilities:
- Coordinate with Project M&E Officers/specialists to implement robust M&E systems, identify and monitor key program activities to document results and attribution.
- Collection, and reporting of district data to inform programing at district facility level.
- Conduct data verification and support quality control & improvement activities among UPMB health facilities to ensure quality DHIS2, PIRS(includes PIRS-DHIS2 synchronization), and other data is collected
- Conduct routine facility-based data quality assessments
- Implement M&E activities at facility level in line with set standards as guided by M&E Officers/ Specialist.
- Support facilities to aggregate surge and COT data on a weekly basis
- Provide guidance and support to data clerks (at Health facilities) to ensure they are equipped to support the health facilities of allocation.
- Track monitoring indicators of all health component activities and periodically provide data to the project team.
- Establish and maintain a system to track availability of HMIS tools, patient files, and logistics for proper storage of patient records
- Ensure patient registers at health facilities are updated in time for HMIS reporting
- Provide M&E technical guidance to health facility teams on M&E aspects relating to project program areas
- Work with M&E Officer for community to strengthen community M&E systems (includes LQAS) in the district through ensuring availability of data collection tools, equipping district community teams with data collection skills and reporting in time to submit in DHIS2
- Support the District HMIS teams to ensure that relevant HMIS reports, HRIS reports (aggregated data) are entered into the DHIS2 &HRIS (pre-designed electronic system by MoH
- Participate in facility Continuous Quality Improvement project
- Surge reporting, APN and Non suppressor.
Qualifications, Skills and Experience:
- Degree in M&E/ Statistics/Degree/Medical records/data management/Public Health with a bias in M&E or a related qualification in a related field
- At least four (4) years of experience in M&E programs for large NGOs or large Health facilities with good working knowledge of the Uganda national HMIS.

- The job will require a lot of travel; evening and weekend hours may be required from time to time.
