DFCU Bank is a fast growing commercial bank offering a variety of innovative products and services. DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Its objective was to support long-term development projects whose financing needs and risk did not appeal to the then existing financial commercial lending institutions.
Job Summary: Reporting to the Chief Technology, Digital and Operations Officer, the role holder will provide oversight over the administration of all Bank properties, facilities, fleet, office equipment and administrative services, working closely with vendors and government agencies regarding the placement, expansion, renovation or closure of Bank facilities while ensuring value for money and in compliance with regulatory requirements including health and safety regulations.
Key Duties and Responsibilities:
- Fully participate in the development of annual plans for the Technology, Digital & Operations domains; lead development and implementation of Corporate Services strategy and plans, including infrastructure development projects.
- Manage the finances of the department in compliance with the bank’s financial policies and procedures; aim to optimize value for money and contribute towards overall cost reduction for the bank.
- Liaise with the Head of Customer Relations to identify how the activities of the Corporate Services Department impact external customers and promote the dfcu brand; develop and implement plans and projects that will enhance customer experience and brand awareness.
- Manage and maintain the Bank’s facilities country-wide; ensuring that all buildings, fittings and fixtures are maintained in good working order and to high standards of attractiveness that will showcase dfcu’s brand.
- Develop a strong culture of risk and compliance management across the Corporate Services department, take responsibility for ensuring the bank has adequate insurance provision, that HS&E policies are adhered to and that effective security measures are in place
- Effectively liaise with vendors, landlords, contractors and consultants to ensure that all facility projects are delivered according to the agreed specifications and budgets.
- Evaluate contractor quotations and methodologies and guide the procurement of vendors, contractors and consultants.
- Enforce Security procedural rules and regulations by sensitizing and training staff on security emergencies.
- Report all security incidents to the proper authorities for corrective action to be taken promptly.
- Coordinate all the Health and Safety activities of the bank and report any incidents accordingly.
- Ensure that the company fleet is properly managed as per the policy
- Coordinate with all our security service providers like private security firms, engineering firms & consultants to foster timely service delivery.
- Set performance and development targets for staff, monitor and give timely feedback
Qualifications, Skills and Experience:
- Bachelor’s degree in business, civil engineering, Quantity Surveying or another relevant subject.
- Postgraduate in Construction Management or related field
- Updated registration with a professional body is an added advantage
- At least 10 years of relevant working experience; of which 5 should be at the Managerial Level
- Extensive practical experience supervising contractors, interior designers, and consultants in the construction, remodelling and management of facilities and provision of office services in a high-profile corporate setting.
- Practical knowledge of cost management
- Project Management certification and a proven track record of successfully managing infrastructure development projects.
- Good working knowledge of Health and Safety legislation, COSHH and relevant best practice
- Good understanding of corporate branding and the practicalities of promoting an organisation’s brand through facilities and office services.
- Ability to develop strategy and convert this into practical plans and budgets; good track record of project finance management, especially the prevention of cost-overruns.
- Ability to exhibit self-motivated & self-driven capabilities.
- Knowledge & excellent use of Microsoft packages (like Excel, PowerPoint, word, and statistical packages).
- Good understanding of Bank policies and procedures
- Good understanding of the interconnectivity of functions and processes
- Good understanding of the budgeting process
