Cheshire Services Uganda (CSU) is a Ugandan NGO working in the field of disability and inclusive development. CSU comprises of 7 independently managed Cheshire services of Katalemwa, Nkokonjeru, Buluba, Budaka, Butiru, Pamba Soroti and the two schools for the blind in Soroti district. CSU envisions; “An inclusive society where the rights of Persons with disabilities are fully respected and where opportunities exist for them to reach their full potential and enjoy a better quality of life”. CSU`s mission is, “To rehabilitate and empower Persons with disabilities to lead a dignified and productive life.” CSU undertakes her work in four thematic areas including; Disability Advocacy and Policy Influencing, Education, Emergency Responses, and Sustainable Livelihood.

 

Job Summary:   To effectively support the Monitoring and Evaluation Function within the organization, CSU seeks to fill in the vacancy of Monitoring and Evaluation Officer support in the implementation.

 

Purpose: The Assessment and Monitoring Officer is responsible for providing support to the Head of MEAL in the assessment and monitoring of programmes. The Assessment and Monitoring Officer will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with coordination and standardization within CSU.

 

Key Duties and Responsibilities:

Planning and Personal Development

  • Discuss and agree personal work objectives and performance measures with the supervisor.
  • Evaluate, at appropriate intervals, the current and future requirements of work taking account of the vision and objectives of the organisation.
  • Identify information which is relevant to own work role and professional development by considering own values, own career and personal goals.
  • Identify the learning styles which work best for self and ensure that they are taken into account in identifying and undertaking development activities.
  • Identify any gaps between the current and future requirements of own work-role and current knowledge, understanding and skills.
  • Discuss and agree, with supervisor a development plan to address any identified gaps in your current knowledge, understanding and skills and support own career and personal goals.
  • Undertake the activities identified in your development plan and evaluate their contribution to own performance.
  • Review and update your personal work objectives and development plan in the light of performance, any development activities undertaken and any wider changes.
  • Get regular and useful feedback on your performance from those who are in a good position to judge it and provide objective and valid feedback.
  • Ensure that own performance consistently meets or goes beyond agreed requirements.

Monitoring, Evaluation and Reporting

  • Work closely with Head of MEL to ensure that up-to-date data is being collected for the programmes in line with the project targets in a timely manner, through providing proper MEL plan and follow up.
  • Work closely with other Head of MEL to develop data collection methodology, M&E tools, databases and assessments.
  • Assists in building capacity of project staff through trainings to ensure adoption of new reporting tools and quality of data collected in line with donor indicators and for internal use.
  • Assist in analysing qualitative and quantitative data and prepare proper report for programme teams.
  • Assist in tracking the set indicators throughout the documentation of programme implementation cycles, activities and regular reporting on impact in coordination with the Head of MEL.
  • Assist in providing and lead reports for different project results and trends.
  • Work closely with other Head of MEL to provide and share technical knowledge, develop systems and tools in order to improve quality of programming.
  • Ensure regular (weekly, monthly, quarterly, and periodic) data reports with data visualization in a timely manner.
  • Conduct regular field visits to support quality implementation of the programmes and share regular feedback with relevant stakeholders.
  • Assist in assessing existing reporting tools and procedures (database, collection tools), research, suggest, and implement improvements needed.
  • Work with the Head of MEL to make information available and presentable on accountability and in particular the meaningful participation of affected population, community members and partners.
  • Assist in implementing the accountability mechanism in the project location and prepare the monthly report.
  • Conduct regular reviews for current programme and project assessment needs, plans and coordinate with the Programme team for its implementation and quality assurance.

Capacity Building and Organisational Learning

  • Work closely with Head of MEL to provide and share technical knowledge, develop systems and tools in order to improve quality programming.
  • Assist in building the capacity of project field team (especially on relevant technical approaches used in the project) and if needed identify and report on additional training requirements.
  • Keep abreast of sector trends, developments and policies, and adapt and promote introduction of new methodologies, innovations and best practices.
  • Support the integration of the organisation’s experience globally with programmes.
  • Collect and document lessons learned and best practices related to the technical aspects of the programmes.

Representation and Networking

  • Represent the organisation in the relevant MEAL meetings, conferences and meetings with other partners.

Qualifications, Skills and Experience:

  • A Degree (Honors) from a recognized university in Monitoring and Evaluation, Economics and Statistics, Economics, Social Worker & Social Administration, Project planning and management, Development Studies, Social Sciences and any other related qualification.
  • Experience in the field of statistics
  • Experience of at least 2 years in the field of development and use of M&E approaches and logical framework.
  • Exposure to donor reporting requirements is desirable.
  • Knowledge in analytical software packages.
