Established in 2005, African Field Epidemiology Network (AFENET) is a non-profit networking and service alliance of Field Epidemiology (and Laboratory) Training Programs (FELTPs) and other applied epidemiology training programs. AFENET has operations in over 31 countries in Sub-Saharan Africa and 5 countries in the Caribbean region. AFENET is dedicated to helping Ministries of Health in Africa build strong, effective, sustainable programs and capacity to improve public health systems on the African continent. Job Title: Technical Officer Country Programmes – Data Manager

Duty Station: Multiple Duty Stations in AU Member States
Job Summary: The Data Managers will be attached to the Ministry of Health (MoH) or National Public Health Institute (NPHI) and will be responsible for supporting data management systems, such as DHIS2. They will also assist Member States in managing surveillance and other data systems.
Key Duties and Responsibilities: Under the overall supervision of the Head of Surveillance and Disease Intelligence Division, the Data Manager will provide support to Africa CDC and the member states’ MoH/NPHI by:
- Designing, developing, and modifying data management infrastructure to expedite data analysis and reporting.
- Providing guidance in identifying and defining data requirements.
- Designing and developing databases compatible with Africa CDC needs.
- Participating in the development, implementation, and maintenance of policies, objectives, and long-range IT planning, with a focus on advocating for the needs of the supported areas.
- Implementing tracking and evaluation programs to assist in the achievement of established goals.
- Documenting and implementing policies and standard operating procedures for data handling and archiving consistent with Africa CDC and member state standards.
- Participating in the development of IT Service Catalog offerings, Service Level Agreements, and Operating Level Agreements to meet organizational needs.
- Maintaining the integrity and confidentiality of public health intelligence data, contacts, and other relevant information.
- Staying current with state-of-the-art technology, equipment, and systems.
- Performing miscellaneous job-related duties as assigned.
Qualifications, Skills and Experience:
Essential:
- Master’s Degree: University Master’s Degree in Computer Science with certification in hardware and software support (servers, desktops, printers, and laptops). The candidate should be a Certified Systems Engineer in Server Administration, network, infrastructure, and messaging suites with at least 2 years of relevant professional experience in a similar position, preferably in an international organization.
OR
- Bachelor’s Degree: University Bachelor’s Degree in Computer Science with certification in hardware and software support (servers, desktops, printers, and laptops) and Certified Systems Engineer in Server Administration, network, infrastructure, and messaging suites with at least 5 years of relevant professional experience in a similar position, preferably in an international organization.
Required Skills and Competencies:
- Excellent practical knowledge of a wide range of modern ICT technologies, specifically in data management.
- Ability to develop and manage programs within agreed timeframes.
- Experience working in a Public Health International organization is highly desirable.
- Excellent writing skills in English, with the ability to work with more than one AU official language being an added advantage.

Remuneration: Indicative basic salary of US$ 31,073 (P2 Step 1) per annum plus other related entitlements, such as Post Adjustment (ranges from 42% – 57% of basic salary as per the Duty Station), Housing Allowance (ranges from US$ 16,819.80 – US$ 24,561.00 per annum), Education Allowance (100% of tuition and other education-related expenses for each eligible dependent, up to a maximum of US$ 10,000.00 per child per annum), etc. for internationally recruited staff.
