About the Company:

The Electoral Commission of Uganda, also Uganda Electoral Commission, is a constitutionally established organ of the Government of Uganda, whose mandate is to “organise and conduct regular, free and fair elections” in the country, in an +efficient, professional and impartial manner. It was established under Article 60 of the Constitution of the Republic of Uganda.

 

Job Summary:  To provide strategic leadership in developing, reviewing, monitoring and implementing policies, plans, strategies and programs of the organization and ensuring proper use and accountability for resources.

 

Key Duties and Responsibilities:   The Officer will report to the Secretary/Electoral Commission in performing the following duties:

  • To advise the Secretary, Electoral Commission/Accounting Officer on matters pertaining to strategic human and financial resources;
  • To provide guidance on overall Government Policy direction on Administration, Finance, Human Resource, Research and Planning;
  • To initiate development/formulation of strategic plans and other policy papers.
  • To issue guidelines on the interpretation and implementation of policies, laws, standards and other related matters and their relation with the Commission;
  • To ensure proper expenditure and accountability for funds utilized in the Commission;
  • To develop, mentor, motivate subordinate staff and evaluate their performance;
  • To oversee the maintenance of appropriate systems for measuring performance within the directorate such as regular appraisal meetings, monthly progress reports and monitor, measure and report on directorate issues, opportunities, achievements and work plans within agreed formats and time frames;
  • To promote work and professional ethics by upholding and encouraging the highest standards (professional and work ethics) to promote a good image of the Commission;
  • Ensuring proper accountability for all resources allocated for proper functioning of the Commission; and
  • Benchmarking best practices and designing interventions to improve service delivery.





Qualifications, Skills and Experience:

Academic qualifications

  • An Honours  Bachelor’s  Degree  in  any  of  the  following:  Commerce,  Finance,
  • A Masters Degree in Finance, Accounting and Business Administration.
  • Should have full professional qualification and Membership of two of the following: ICPAU, ACCA or CPA.

Work Experience

  • At least ten (10) years’ work experience in public finance or public administration, at least four (4) of which should have been served as Head of Department or at Managerial level in the public sector or equivalent level of experience from a reputable and large organization.

Competences Technical Competences

  • Ability to build capacity through coaching, counseling, rewards, reinforcement of positive behavior and design of planning systems;
  • Thorough understanding of the relationships and linkages between various departments and ability to utilize them for overall effective performance;
  • Ability to identify clear expenditure priorities;
  • Ability to monitor and evaluate budget performance and cause remedial action;
  • Possession of the required knowledge to provide guidance to the Commission and stakeholders about Human Resource policy matters;
  • Ability to take initiative and sustained action to ensure the successful implementation of change management;
  • Ability to identify how organizational policies, processes and procedures are likely to be affected by environmental changes;
  • Expertise in strategic management of government financial policies, laws and regulations;
  • Proven experience in application of public finance framework in the management of public finances and accountability; and
  • Ability to plan and budget in a government institution.

  • Clear understanding of the climate and culture of the organization and how to use the language and approach that is generally acceptable to produce best response.
