About the Company:

Uganda Professional Drivers Network (UPDN) is an umbrella organization for drivers’ associations and organizations in Uganda. Established in 2015, UPDN aims to build skills for professional development, coordinate a unified voice for drivers on road safety agendas, and strengthen driver organizations for better welfare of their members. UPDN works to address the rising road crash fatalities in Uganda, which have increased by 25.9% in the last decade, resulting in significant human and economic losses. UPDN seeks to professionalize the driving industry through investments in driver training, advocacy for road safety, and collaboration with key stakeholder.

 

Job Summary:   UPDN seeks to employ a competent Finance Officer to join our secretariat team. The Finance Officer will be responsible for managing UPDN’s financial transactions, budgeting, financial reporting, and ensuring compliance with financial regulations.

 

Key Duties and Responsibilities:

Financial Management, Budgeting, and Reporting:

  • Manage and maintain accurate, complete, and up-to-date financial records and accounts of the Organization to ensure transparency and accountability.
  • Prepare and manage comprehensive budgets, financial reports, and cash flow statements, to provide a clear picture of the UPDN’s financial position and performance.
  • Process and record all financial transactions, including income, expenses, and payments, in a timely and accurate manner, to ensure reliable financial data and prevent fraud.
  • Manage cash flow effectively, ensuring timely payments to vendors and staff, and maintaining the Organization’s financial obligations.
  • Assist in preparing comprehensive annual budgets and forecasts, aligning with the Organization’s strategic plan and program objectives, to ensure effective resource allocation and financial planning.
  • Monitor and analyze financial performance against budgets and forecasts, identifying variances and providing recommendations for corrective action, to ensure financial discipline and accountability.
  • Raise invoices for training and services provided, ensuring accurate and timely billing to clients and partners.
  • Reconcile invoices for training and services, and follow up to ensure timely payment from clients and partners.
  • Manage the procurement process of UPDN, including soliciting quotes, evaluating bids, and awarding contracts, to ensure transparency, fairness, and value for money.
  • Maintain accurate and up-to-date records of procurement transactions, including contracts, invoices, and payment receipts.
  • Monitor and analyze procurement spending, identifying areas for cost savings and process improvements.

Compliance and Risk Management:

  • Ensure strict compliance with financial regulations, including tax laws, financial reporting requirements, and anti-money laundering regulations, as well as UPDN’s financial policies and procedures, to minimize risk and ensure sustainability.
  • Implement UPDN’s procurement policies and procedures, ensuring compliance with UPDN’s financial regulations and donor requirements.
  • Manage grants and donor funding, ensuring compliance with donor regulations and requirements.
  • Prepare and submit grant reports, including financial reports, progress reports, and final reports.
  • Develop and maintain relationships with donors and stakeholders.
  • Ensure compliance with financial regulations, including tax laws, financial reporting requirements, and anti-money laundering regulations.
  • Identify and mitigate financial risks, including fraud, corruption, and financial mismanagement.

Capacity Building, Collaboration and Networking:

  • Build capacity of UPDN program staff through training and mentorship on financial management, budgeting, and reporting.
  • Equip program staff with skills and knowledge of financial reporting tools and best practices to ensure effective financial management and sustainability.
  • Collaborate with UPDN’s programs and administrative teams to ensure financial integration and alignment.
  • Network with external stakeholders, including donors, government agencies, and NGOs, to share financial best practices and expertise.





Qualifications, Skills and Experience:

  • Bachelor’s degree in Finance, Accounting, or related field. Diploma holders in Accounting with a strong work background are as well encouraged to apply.
  • At least three (3) years of experience in financial management, preferably in an NGO setting.
  • Strong knowledge of financial management principles, practices, and regulations.
  • Proficiency in accounting software and Microsoft Office.
  • Excellent analytical, communication, and organizational skills.
  • Youthful candidates and Women are highly prioritized.
