About the Company:

Uganda Revenue Authority is a semi-autonomous Government Agency under the Ministry of Finance, Planning and Economic Development that is mandated to assess, collect and account for Government Tax and Non-Tax Revenue.

 

Job Summary:   To plan and complete Alternative Dispute Resolution appeals by ensuring adherence to the ADR regulations and applicable tax laws to deter revenue loss

 

Key Duties and Responsibilities:

Implementation of the operational plans to improve all aspects of ADR appeals

  • Validate taxpayer declarations
  • Receive ADR Appeal application and ensure reviews are undertaken in accordance with the applicable laws and regulations
  • Complete cases with in the Set targets based on the departmental expectation
  • Dissect targets from the annual departmental work plan into semi-annual, monthly and weekly segments to facilitate monitoring.
  • Prepare weekly and monthly station reports before forwarding to the Supervisor ADR for further management
  • Participate in the development of work plans to achieve the Division targets

Implementation of the ADR Initiatives to facilitate Revenue Collection

  • Ensure revenue performance against targets and recommended remedies to increase revenue collection
  • Update and maintain the Risk register & Taxpayers change in appeal behavior
  • Implement a mechanism for follow-up on the ADR arrears codes with the respective Departments

Adherence to policies and regulations in order to ensure appropriate compliance

  • Maintain the integrity of the Appeals register
  • Ensure the appeals are handled within the law and that the ADR regulations are adhered to
  • Prepare weekly reports on performance to ensure that timelines are met based on regulations and departmental guidelines
  • Maintain reports of completed appeals and follow up on the status of revenue collections and action points agreed upon
  • Attend and respond to tax payer grievances in a timely manner
  • Ensure that control mechanisms exist and are effectively functioning as per stipulated regulations.

To perform roles as provided for in the departmental plan in order to provide a satisfactory client service and timely execution of the ADR appeals

  • Review the Taxpayer appeals in line with the ADR guidelines with in the standard level agreement.
  • Identify operational and departmental risks to the attainment of the revenue target or any other strategic objectives of the department
  • Prepare periodical reports as required under department guidelines
  • Support business process and system improvements
  • Provide client support to promote voluntary tax compliance including taxpayer education

Establish policy amendments and complete performance agreements and appraisals

  • Review policy needs and generate policy proposals to enhance voluntary taxpayer compliance
  • Complete a Business Unit Work plan and prepare performance agreements and appraisals
  • Manage stakeholder relations to improve voluntary compliance among stakeholders
  • Undertake stakeholder engagements and perform follow-up engagements to obtain information on areas of improvement
  • Foster partnerships with clients (Other Departments) to ensure a smooth flow of ADR appeal reviews and payment monitoring.





Qualifications, Skills and Experience:

Essential Qualifications 

  • Bachelor’s degree in Law, Economics, Statistics, Accounting, Business Administration or any other relevant Bachelor’s degree from a recognized academic institution
  • At least two (02) years of experience in negotiations, mediation, tax advisory, and contract management.
  • An impeccable record of integrity.

Desirable Qualifications 

  • Professional qualifications in any of the areas of Taxation, Accounting, Law, Information Systems Audit.
  • Training in any of the areas of Customer care, Data Analysis, Audit, Fraud Examination, Business Analysis, or Project Management.

Knowledge 

  • Knowledge of all Domestic Tax Laws (Tax Procedures Code) and ability to comprehend and interpret them.
  • Good understanding of Customs Laws and Procedures.
