About the Company:

Uganda Revenue Authority is a semi-autonomous Government Agency under the Ministry of Finance, Planning and Economic Development that is mandated to assess, collect and account for Government Tax and Non-Tax Revenue.

 

Job Summary: Develop and implement quality management frameworks and guidance to enhance the department’s overall efficiency and reliability in line with the ISO 9001;2015 Quality Management System(QMS)

 

Key Duties and Responsibilities:

Develop Quality Management Systems to uphold departmental excellence to align with requirements.

  • Support the development and implementation of a comprehensive quality management framework within the department, ensuring compliance with industry standards and regulatory requirements.
  • Implement quality standards, methodologies, and procedures to ensure consistency and accuracy.
  • Design tools and templates for Quality Management System (QMS) to help streamline processes and enhance efficiency.
  • Identify, document and implement process improvements within the department to enhance quality, efficiency, and effectiveness within URA.
  • Draft feedback reports identifying improvement opportunities and sustainable solutions, within the department’s operations

Implement quality control measures to ensure adherence to standards

  • Monitor key performance indicators (KPIs) to track the effectiveness and efficiency of evaluating and improving quality control processes, staff performance, and the standard of services.
  • Implement quality assurance protocols and enhance quality management through cross-functional collaboration and metric monitoring.
  • Prepare and submit regular reports on QMS performance to the immediate Supervisor. Ensure that all QMS documentation is accurate, up-to-date, and accessible by all key stakeholders.
  • Conduct regular sensitizations for department staff on QMS practices, providing guidance and support in implementing quality improvements.

Plan and conduct comprehensive audits to ensure adherence to quality and risk management standards.

  • Liaise with key stakeholders and develop annual plans to address quality-related matters and provide assurance on the integrity processes.
  • Implement the planned audits to ensure adherence to quality management and risk management standards, focusing on identifying areas for improvement and enhancing operational efficiency
  • Collaborate with external auditors and regulatory bodies during audits and inspections, providing necessary documentation and facilitating a transparent audit process to ensure compliance and accountability.
  • Analyze audit findings and prepare reports to inform and enhance performance measurement initiatives, ensuring that quality management efforts are aligned with strategic objectives.
  • Foster open communication channels to solicit feedback, address concerns, and promote a culture of quality and accountability within the department.




Qualifications, Skills and Experience:

Essential Requirements

  • An Honor’s Bachelor’s degree or its equivalency of a Master’s Degree in; Accounting, Commerce, Business Administration, and any other Business-related degree from a recognized academic institution.
  • At least (02) years’ experience in auditing, Quality Management, business process review or a related field, from a reputable organization .
  • An impeccable record of integrity.

Desirable Requirements

  • Training in Total Quality Management
  • ISO Quality Management System certification will be an added advantage
  • Knowledge
  • Familiarity with quality management systems, standards, and methodologies such as ISO 9001, ISO 14001, ISO 22000, HACCP,

  • The incumbent should demonstrate the following behavioural and leadership competencies in line with the URA Competence framework:
  • The incumbent must have Excellent verbal and written communication skills, with the ability to prepare clear and concise reports and present findings to senior management.
  • He/she must be a self-driven
  • He/she should have good Customer Care skills
  • He/she should be able to work well in teams
  • The incumbent should have good reporting skills
  • He/she should have Strong analytical; and problem-solving skills, with the ability to evaluate complex processes and identify areas for improvement.
  • He/She should possess a high level of accuracy and attention to detail in conducting audits and analyzing quality management data.
  • He/She should be able to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
  • He/She must possess strong ethical standards and the ability to handle sensitive information with confidentiality and discretion.
  • He/she should have good Interpersonal relationship skills
