HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.
Project Background
The Humanitarian Services for Very Vulnerable Persons aims to improve access to humanitarian services for very vulnerable persons, including Women and Men, Girls and Boys, with disabilities in Nakivale refugee settlement. The project will provide the most vulnerable refugees with physical and functional rehabilitation and mental health and psychosocial support (MHPSS). It will be in Nakivale settlement, located in the Southwest of Uganda, is one of the three settlements including Kyangwali and Rwamanja receiving refugees arriving from the DRC. It is the Second to Ajumani, Kyangwali, 3rd as per UNHCR HH Data of June 2024. UGA – Active Population by Settlement – 30 Jun 2024.pd
Key Duties and Responsibilities:
Responsibility 1: Deliver comprehensive physiotherapy services, including assessment, treatment, rehabilitation, and follow-up care, to refugees and host communities within the Nakivale Settlement. (30%)
Patient Assessment, Treatment, and Discharge
- Conduct (initial) comprehensive physical and functional assessments of beneficiaries identified by VHT, CBR workers, and partners following Integrated Rehabilitation and Mental health Approach (IRMA).
- Utilize the Comprehensive Assessment Forms and Survey CTO app for data collection and analysis.
- Develop individualized treatment and rehabilitation plans based on assessment findings, including goals, interventions, and assistive device needs.
- Monitor patient progress and adjust treatment plans accordingly.
- Perform re-assessment after reaching the patient’s goal and discharge according to achievements.
Home-Based Rehabilitation and Follow-Up
- Develop home exercise programs and provide clear instructions to beneficiaries and caregivers.
- Monitor patient progress through regular reassessments and updates with the CBR workers.
- Facilitate the discharge of beneficiaries upon achieving rehabilitation goals.
Assistive Device Provision and Referral
- Identify beneficiaries requiring assistive devices and initiate the provision process – assessment, measurement, procurement, fitting, training, and delivery.
- Ensure proper fitting and training on assistive device use.
- Coordinate referrals to other healthcare providers or specialists and follow up as needed
Responsibility 2: Oversee rehabilitation unit operations, and guiding CBR workers to deliver rehabilitation services to beneficiaries, and enhance community participation. (30%)
Rehabilitation Unit/Fixed Point Management
- Oversee the daily operations of the rehabilitation unit with the CBR workers, including management of equipment and supplies and ensuring the security and maintenance of the rehabilitation unit.
- Inform the project manager and support service team on issues related to maintenance and security
Support to the CBR Workers in delivering rehabilitation services in the community
- Collaborate with CBR workers for home-based rehabilitation follow-up and provide clinical guidance and supervision, support and mentorship as needed.
- Coordinate treatment, referrals and appointments assigned to the CBR workers
Community Engagement and representation
- Collaborate with community leaders and partners to promote disability inclusion and raise awareness about disability prevention and rehabilitation
- Participate in community meetings and events as needed.
- Collaborate with RWCs, local leaders, DPOs, and government officials to ensure effective project implementation within the settlement and host community.
- Support the project manager in identifying challenges and proposing solutions.
Responsibility 3: Provide efficient service delivery through effective planning, team work, and documentation. (15%)
Service Delivery and Planning
- Organize daily, weekly, and monthly activities according to the organization’s work calendar.
- Develop and implement weekly movement plans to optimize service delivery.
- Update rehabilitation follow-up forms for each beneficiary, maintaining confidentiality.
Reporting and Documentation:
- Contribute to weekly reports on rehabilitation activities, including new cases, active cases, donations, and discharges.
- Participate in monthly and quarterly case review meetings.
- Prepare additional reports as requested by the line manager.
Collaboration and Teamwork
- Collaborate with CBR workers to ensure efficient service delivery.
- Collaboration with the interdsciplinary team within the project, and external stakeholdes.
- Participate in team meetings and discussions related to project management, patient management, and community development
- Participate in ongoing capacity development through case management meetings and online courses

Responsibility 4: Oversee accurate, timely data collection, analysis, and reporting on physiotherapy activities, ensuring strict adherence to project guidelines and donor compliance. (15%)
Data Management and Reporting
- Maintain comprehensive and accurate patient records, including assessment, treatment plans, and progress notes.
- Compile and submit weekly and monthly reports as required, including key performance indicators and relevant data.
- Participate in data collection for internal and external evaluations and assessments.
- Develop and document Most Significant Change (MSC) stories to highlight project impact.
Coordination and Collaboration
- Collaborate with the MEAL and Technical Unit team to ensure data quality and consistency.
- Participate in regular project meetings and case management reviews.
- Contribute to developing quarterly (ISPR, donor reports) and annual donor reports, providing necessary data and analysis.
- Know, understand, apply, and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
- Know, understand, apply, and respect HI security rules and ensure they are known, understood, and applied by her/his team.
- Respect HI and donor identity, and ensure HI (and donor) visibility during working time – ID, jacket, tee-shirt, etc.
Responsibility 6: Emergency preparedness and response (5%)
- Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.
Qualifications, Skills and Experience:
Education & Experience
Mandatory
- A Bachelor’s Degree or Diploma in Physiotherapy
- At least 3 years of clinical experience in a hospital as a Physiotherapist working alongside a multi-disciplinary team.
- At least 5 years’ experience in the management of orthopedic, and neurologic cases, including pelvic management.
- Experience working for an NGO (local/international) as clinical or community staff, an advantage.
- Experienced working in humanitarian and emergency settings, an advantage
