About the Company:

Uganda Revenue Authority is a semi-autonomous Government Agency under the Ministry of Finance, Planning and Economic Development that is mandated to assess, collect and account for Government Tax and Non-Tax Revenue.

 

Job Summary:  Conduct corporate research in order to inform tax administration and policy initiatives.

 

Key Duties and Responsibilities:

Update and maintain the Organization’s databank and generate data reports that provide statistics to improve planning and decision-making for the tax system and the economy.

  • Update and Maintain the URA databank to facilitate easy access and extraction of critical URA data.
  • Compute exchange rates to facilitate tax collection
  • Compile the Annual Data Book that provides statistics on the tax system and the economy to guide decision-making
  • Develop the Data Management report to highlight the status of data management in URA
  • Respond to data requests to enable effective data exchange and client satisfaction

Collect, and analyze data and prepare tax models and reports that guide management on the projected revenue performance for the financial year.

  • Provide support in the development of tax head models for effective analysis and revenue forecasting.
  • Provide support in the development of revenue seasonality to guide management in revenue collection.
  • Analyse the various tax heads to produce the revenue projection outturn.

Prepare and monitor the implementation of national tax policy and tax trend programs to increase policy awareness and compliance

  • Prepare and coordinate the distribution of policy materials to stakeholders to increase policy awareness and compliance
  • Follow up on the performance of the policy processes/procedures against set objectives to establish and mediate identified gaps for improvement purposes.
  • Monitor the impact of tax policy measures on the performance of the URA tax policy to come up with viable tax policy packages.

Plan and execute Policy and Administrative focused research to support Management

  • Develop Matrix for key prioritised and indicative research areas sourced from departments and management
  • Execute planned research and disseminate findings to all responsible stakeholders through develop concepts and tools for collecting data, conducting data analysis among others
  • Provide technical support to departments to improve research and policy analysis
  • Collect and compile economic time series/panel data
  • Perform other duties as requested by the supervisor related to the research and administrative work.




Qualifications, Skills and Experience:

Essential Requirements

  • An Honor’s Bachelor’s degree or its equivalency of a Masters degree in; Economics, Statistics, or Quantitative Economics from a recognized academic institution.
  • At least two (02) years of experience in a Statistical Data Analysis or Policy analysis or Research in a reputable organization.
  • An impeccable record of integrity.

Desirable Requirements   

  • Training in the application of Statistical Data Analysis Tools such as Stata, R or SQL STATA, Epi-Data and e-Views

Knowledge   

  • Good understanding of the Tax Policy
  • Knowledge of applicable Tax Laws of Uganda and the East African Region
  • Knowledge of the internal Data Management Policy and Data Standards manual

Special Skills and Attributes

  • Ability to extract and analyze big volumes of data
  • Ability to use advanced statistical software applications
  • Ability to effectively communicate, both orally and in writing
  • High organization and presentation skills
