Job Summary:    The consultant will be tasked to guide the development of specifications and bill of quantities (BOQs) for the partitioning of UNODC office space in Uganda while ensuring accurate cost estimation, material specification, adherence to project timelines and budget requirements.    Under the overall supervision of the UNODC head of office in Uganda, the consultant will be responsible for the following set of activities as required

  • Conduct a preliminary site visit and review existing architectural plans, office space and office layouts.
  • Provide an initial field assessment report with architectural designs detailing the scope of work, materials needed, and preliminary cost estimates.
  • Prepare a comprehensive Bills of Quantities (BoQ) with clear specifications for the partitioning of office space, including all necessary materials, labour, and equipment including project timeliness and estimated completion dates.
  • Ensure the BoQ is detailed, itemized, and in accordance with industry standards and project specifications.
  • Provide detailed specifications for all materials required for the partitioning, including quality standards and compliance with relevant construction regulations.
  • Develop a detailed cost estimation report, breaking down costs for each item listed in the BoQ and identify potential areas for cost savings without compromising quality.
  • Develop an implementation plan that aligns with the project timelines and resource availability.
  • Submit the final BoQ, material specifications, cost estimation report, and implementation plan to the UNODC offices.
  • Provide ongoing technical support and consultation during the initial stages of the implementation phase to ensure adherence to the BoQ and resolve any arising issues.

 

Key Results:

  • Submit an inception report outlining among others the conceptualization, methodology and outputs of the assignment.
  • Conduct a field assessment report of the selected buildings and office premises detailing the scope of work, materials needed, and preliminary cost estimates, including architectural designs and office layouts.
  • Submit a first draft of the Specifications, Bill of Quantities (BOQs) and implementation plan with timelines submitted to UNODC.
  • Submit a final report incorporating the comments made by UNODC.





Qualifications, Skills and Experience:

  • The ideal candidate for the UNODC job role should hold an advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architectural Engineering or Quantitative economics, or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 5 years of professional work experience in civil engineering, architectural engineering or quantitative economics, or related discipline, with a proven focus on the designing and development of Bills of quantities or aspects pertaining hereto is required.
  • Demonstrated expertise in designing and developing bills of quantities, assessment reports and implementation frameworks, particularly in the field of construction or similar programs is required
  • Understanding of international standards and norms in construction and architectural design related issues at international level, including in low- and middle-income countries is desirable
  • Registered membership with the Uganda National Association of Builders, Suppliers and Engineering Contractors is desirable
  • Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support is desirable
  • Ability to develop implementation workplans with clear timelines is desirable Proven experience in supervising construction firms and companies to deliver the scope of work based on the terms of reference.
  • Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
