Job Summary: The Senior Program Officer – E- waste Management will be responsible for identifying and developing a viable business plan for repair services within and outside the settlement, provide training and capacity building for the current team of technicians to enable their transition into a self-managed, community-based group focused on e-waste management and support the setup and implementation of all business systems, including financial due diligence mechanisms, a bank account, financial reporting procedures, sales & inventory management, safety & security and marketing. The Senior Program Officer will work closely with the project’s research partner to test the viability of the business model for a sustainable e-waste enterprise.
Key Duties and Responsibilities:
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options
Technical responsibilities.
- Conduct a market assessment of potential financial income streams for repair services within and outside the settlement, including opportunities and best practices for inclusive go-to-market strategies
- Provide training and capacity building for current project field staff to enable their transition into a self-managed community-based group focused on e-waste management within the project’s framework.
- Support the setup and implementation of financial due diligence mechanisms, including the establishment of a bank account, financial reporting procedures, and basic financial management practices.
- Provide technical assistance to establish and enhance the E-waste Business Enterprise’s reporting mechanisms, covering both financial and narrative aspects.
- Assist the E-waste Business Enterprise in overseeing and monitoring all revenue generated from various e-waste services, such as the repair and sale of battery packs.
- Regular evaluation of the financial performance of the E-waste Business Enterprise with recommendations for improved efficiency.
- Propose viable business plan and financial model based on rigorous review of e-waste centre operational performance, market and sales data.
- Map suitable locations for satellite e-waste incubation and repair hubs based across Bidibidi.
- Establish satellite e-waste incubation and repair hubs based on needs and available resources identified in the mapping exercise.
- Supervise the management of spare parts and repair toolkits in collaboration with the E-Waste Business Enterprise.
- Assist in record-keeping of stored spare parts and tools, ensure inventory availability.
- Assist the E-waste Business Enterprise in expanding upon prior communication and marketing initiatives within the Bidibidi refugee settlement and the surrounding host community.
- Develop an agent network to inform both host and refugee communities about the opportunity to submit unused or broken solar lamps and batteries for paid recharging or repair services at cost.
- Conduct awareness campaign via radio spot messages, talk shows, and various activities outlined in the communications and visibility plan.
- Train repair technicians, community mobilizers, and storekeepers to utilize the established data collection and reporting platforms to document all issues encountered during the repair of solar lanterns.
- Provide security, safety, and maintenance protocols for the existing and any new incubation facilities.
- Supervise and manage the compensation of field project staff within the E-waste Business Enterprise, including the recruitment of additional personnel such as repair technicians, community mobilizers, and storekeepers.
- Assist in establishing the E-waste Business Enterprise in compliance with Uganda’s legal framework.
- Map local e-waste system, formal and informal actors, and profit points for circular economy integration.
- Identify, establish, and involve informal e-waste collectors and repair technicians operating within the E-waste project ecosystem in and around Bidibidi Refugee Settlement.
- Strengthen the capacities of e-waste collectors and repair technicians and connect them with the E-waste Business Enterprise.
- Document procedures, pertinent actions, modifications, best practices, opportunities, and challenges related to e-waste management within the project implementation area.
- Conduct exchange insights regarding local conditions with IOM Uganda for reporting purposes to the IOM Uganda team and partners.
Qualifications, Skills and Experience:
- Bachelor’s degree in environmental studies, Development studies, or any Business-related field.
- Five years of experience project management, community engagement or enterprise setup, preferably with private sector experience.
- Proven understanding and technical competence in business development including but not limited to market research, budgeting, financial modeling, financial management, inventory management, personnel management, sales and marketing.
- Experience in both community level programming.
- Demonstrated problem solving skills.
- Demonstrated experience in coaching, conducting workshops and community meeting facilitation.
- Excellent report writing skills and speaking skills and an excellent communicator.
- Excellent computer skills, including all Microsoft applications.
- Demonstrated skills to successfully communicate and initiate and maintain positive relationships with beneficiary community.
- Ability to communicate effectively in English both verbally and in writing.
- Experience or working in refugee context.
