The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country.
Job Summary: The Senior Officer Estates Management will plan, manage and supervise the day-to-day operations of the Commission’s estates and facilities such as construction, repairs, maintenance, servicing of UCC systems and equipment, utility management and security.
Key Duties and Responsibilities:
- Develop and implement comprehensive work plans, procedures, and mechanisms for construction, maintenance, and repairs across all Commission premises and facilities, aligning them with departmental goals and objectives in line with Commission policies and relevant laws and regulations.
- Develop and review terms of reference, bills of quantities and specifications for works, services, supplies and frameworks related to facilities management.
- Conduct inspections and evaluation of works and services; supervise and quality assure contracted works and services to ensure value for money and compliance with the contract/framework specifications and obligations.
- Verify all documentation, including completion certificates and invoices, to facilitate procurement and payment processes.
- Develop and maintain an updated Commission’s estates asset register and manage property and land leases, agreements, and contracts, including renewals.
- Ensure compliance with lease terms, property laws, and regulations, and escalate any legal or contractual issues.
- Take charge of developing operational reports for estate management to provide updates on the status of activities and necessary interventions.
- Manage the performance and development of estate staff to ensure services are delivered professionally and to acceptable standards in line with the Commission policies and procedures.
- Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.
Key Performance Indicators
- Tools, procedures/mechanisms, and work plans prepared and implemented.
- Percentage of projects completed on or before the scheduled deadline and/or within the allocated budget.
- All works and services are done in adherence to contract specifications.
- Stakeholder satisfaction on clarity and completeness of terms of reference.
- Up-to-date asset management register.
- Zero discrepancies in invoice processing and payment.
- Zero discrepancies in invoice processing and payment.
- Satisfaction of stakeholders for services delivered by the estate unit.
Qualifications, Skills and Experience:
- Master’s degree in business administration, civil engineering, quantitative surveying or related fields.
- Bachelor’s degree in civil engineering or a related field.
- Registered with UIPE or membership in a relevant professional body.
- Working Experience: Minimum of four (4) years’ experience in estate and facilities management in a similar corporate setting or related environment.
