Job Summary: The Procurement Manager has to ensure efficient, effective and timely administrative, procurement support to BRAC Operations while complying with the relevant policies and procedures.
Key Duties and Responsibilities:
- To spearhead, develop, review and ensure efficient and effective implementation of procurement policies and procedures of BRAC Uganda Bank Ltd.
- Take lead in development, review and update of the procurement policies and procedures to match the business environment.
- Develop, review and update list of prequalified potential and credible suppliers of goods, services and work.
- Take lead in development of a procurement plans and guide all users in procurement planning and actual procurement processes.
- To receive all requisitions with details specification and justification (where required) and arrange immediate action following procurement guideline.
- To ensure transparency, fairness and highest level of integrity in all sorts of procurement support in line with procurement principles and best practices.
- To confirm all kinds of materials are procured as per the demand from the user department and negotiate with the bidders to ensure value for money.
- To ensure thorough documentation of the departments operations and preserve all the documents in line with the institutional policies and procedures.
- To efficiently and timely procure quality materials, items and services from competent sources.
- Negotiate with external vendors to secure favorable terms.
- Track and report key functional metrics to reduce expenses and improve effectiveness.
- In charge of procurement of insurance services for premises, all assets, cash, medical staff insurance, GPA and GLA.
- Collaborate with key persons to ensure clarity of the specifications and expectations of the company.
- Provide leadership to the team under your control, coach, mentor and develop direct reports and manage a high performing team that delivers continuous improvement, added value and cost reductions.
- Promote and endorse safeguarding policies among team members and ensure the implementation of safeguarding standards in all actions.
- Ensure strong communication between teams under your leadership to facilitate exchange of information and in order to implement change and improvement
Qualifications, Skills and Experience:
- Bachelor’s degree in Procurement and Logistics Management.
- Master’s degree in a related field with procurement is an added advantage.
- CIPS is a must and project management will be an added advantage.
- At least five years’ experience in the field of procurement.
- Proven customer service skills in dealing with internal and external customers.
- Exceptional written communication and presentation skills; ability to write formal reports.
- Teamwork skills-Work collaboratively; find common ground and solve problems for the good of all and can represent his or her own interest and yet to be fair to the team.
- Problem solving-Make decisions in a timely manner, use a mixture of analysis, experience, and judgement to solve difficult problems with effective solutions.
- Negotiation skills
- Networking skills
- Project management and computer skills.
