About Organisation:
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country.
Job Summary: The Manager Estates Management & Administration will manage and supervise the administrative operations of the Commission, including estates and facilities management, construction, repairs, maintenance, office administration and fleet management in line with Commission policies and procedures.
Key Duties and Responsibilities:
- Provide technical advice and make recommendations to improve administrative, fleet management and real estate processes, identify potential risks, and implement strategies to mitigate them.
- Supervise contract implementation for all works and frameworks to ensure services are effectively delivered within contract specifications.
- Supervise the operations of the property manager to ensure Communications House is efficiently and effectively managed, and services are offered in accordance with the industry best practices, Commission policies and relevant laws and regulations.
- Conduct regular audits and inspections to assess risks and compliance with administration policies, procedures and relevant laws and regulations related to fleet management, facilities management, and maintenance.
- Supervise the disposal of all Commission assets and ensure compliance with the PPDA Act and Commission policies and procedures.
- Engage in the preparation and monitoring of the division budget, ensuring the implementation of all budgeted activities and approved procurement plans in accordance with Commission policies.
- Prepare and submit consolidated monthly reports on the status of assets, service contracts, and leases for all Commission properties, tenants, and car fleets with recommended initiatives/solutions towards properly managing the facilities and delivering administrative services.
- Manage the performance and development of subordinate staff by providing guidance and leadership to achieve set department and Commission goals and objectives.
- Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.

Qualifications, Skills and Experience:
- Master’s degree in business administration, management, public administration, engineering, or related field.
- Bachelor’s degree in business administration, business management, engineering or a related field.
- Membership in a relevant professional body.
- Working Experience: Minimum of six years (6) experience in managing administrative services, projects, assets and facilities management with two (2) years in a managerial position in a similar corporate setting.

- Estate and property management.
- Knowledge in project management and knowledge in civil or electrical works.
- Fleet management.
- Budgeting and cost management.
- Knowledge of the Occupational Health and Safety Act and other relevant legislation governing buildings and estates management.
