About Client
The East African Crude Oil Pipeline (EACOP) is a 1,443km crude oil export pipeline that will transport Uganda’s crude oil from Kabaale – Hoima in Uganda to the Chongoleani peninsula near Tanga port in Tanzania. Worley will support EACOP partners, led by Total Energies, in the execution and delivery of the project.
Job Summary: The Lot 1 HSE Lead will participate in the development of targeted HSE Improvement Plans and ensure Health and Safety (H&S) alignment with approved plans. The role involves building and maintaining solid relationships with management representatives, the company, and partners. Key duties include facilitating H&S Risk Assessments, ensuring robust HSE Management Plans, conducting contractor HSE assessments, and supporting project mobilization decisions.
Key Duties and Responsibilities:
- Support EPcmC staff and contractors in delivering the pipeline and associated facilities on-time and within budget.
- Provide on-the-job training and coaching to local personnel and liaise with training providers.
- Implement and communicate safe work practices across project sites.
- Mentor and communicate Worley’s principles of ‘Life’ and Zero Harm in project delivery.
- Engage with project leadership and staff to communicate HSE roles and responsibilities.
- Liaise with Project R3 for cross-functional coordination and engagement.
- Ensure the operation and compliance of HSE organization and management systems processes.
- Review and ensure compliance with COMPANY Contractor’s HSE procedures, processes, and documentation.
- Conduct HSE compliance audits and surveillance reviews.
- Monitor and report on HSE activities of contracted inspection services.
- Expedite field reporting on construction progress against agreed HSE KPIs.
- Maintain databases and records for HSE systems reports and compliance audits.
- Represent HSE systems to internal and external auditors.
- Review and comment on COMPANY CONTRACTORS’ safety inspection reports.
- Monitor HSE compliance with document deliverables and data.
- Schedule H&S supervisors to deliver site HSE moments and toolbox talks.
- Participate in incident investigations and reviews.
- Attend project meetings and verify HSE metrics and KPIs.
- Manage surveillance and compliance reviews of COMPANY CONTRACTORS.
- Inspect equipment, materials, and installations for HSE compliance.
- Work within a multi-cultural framework and provide ethical support.
- Mentor exemplary behavior regarding HSE, ethics, and Company “Code of Conduct” policy.
Qualifications, Skills and Experience:
- Bachelor’s degree in an appropriate field of study preferred, with five to seven years of experience in a safety-related field, NEBOSH Diploma or equivalent qualifications.
- In lieu of a degree, an additional 8 years of related experience and appropriate safety certifications in the oil and gas industries.
- Detailed knowledge of HSE management systems and ISO 31000 requirements.
- Eight years of experience in a cross-functional oil & gas pipeline project team.
- Experience in analyzing HSE metrics and reporting KPIs and non-compliance to project management.
- Proven experience with Worley or equivalent management systems and desktop applications.
- Competency with industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office (Word, Excel, PowerPoint, Visio).
- Knowledge of safety compliance, risk controls, and site HSE hierarchy.
- Focus on identifying and meeting key project deliverables and HSE objectives.
- Proficiency in interpreting HSE plans, policies, and regulations.
- Knowledge of root cause analysis, HSE risk analysis, and analytical reporting.
- Familiarity with PTW systems of work and controls process for approvals.
- Strong communication skills for articulating safety concerns and solutions.
- Experience working with multicultural contractors and reporting their HSE performance.
- Staff management experience with mentoring and motivation techniques.
- Autonomous, self-motivated, and flexible with the ability to adapt to changing priorities.
