Job Title:  Head Competition

Organisation: Uganda Communications Commission (UCC)

Duty Station:  Bugolobi, Kampala, Uganda

Reports to: Director of Economic Regulation, Content & Consumer Affairs

 

About Organisation:

The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country.

 

Job Summary: The Head Competition will oversee and implement regulatory frameworks and interventions that promote fair and effective competition, protect and promote consumer interests in the communications sector, and ensure compliance with the Commission’s mandate.

Key Duties and Responsibilities:

  • Develop and guide the implementation of regulatory frameworks to promote competition within the communications sector.
  • Conduct comprehensive reviews and analyses of the competition landscape, providing recommendations for regulatory adjustments and policy development.
  • Perform audits on licensees to assess their compliance with consumer protection and competition standards.
  • Manage internal and external stakeholder relationships, focusing on competition issues within the communications sector.
  • Participate in the preparation and implementation of the Commission’s strategic and business plans in alignment with its mission and vision.
  • Guide the production of market intelligence reports, ensuring timely insights into market performance and competitive dynamics.
  • Manage and review the performance of direct reports, assigning tasks effectively, setting development goals, and ensuring alignment with organisational objectives.
  • Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.

  • Developed and implemented regulatory frameworks.
  • Conducted comprehensive reviews and analyses.
  • Audited licensees to assess compliance with consumer protection and competition standards.
  • Stakeholder satisfaction.
  • Alignment of the Commission’s strategic and business plans.
  • Timely market intelligence reports.

 

Qualifications, Skills and Experience:

  • Master’s degree in Economics, Law, Business Administration, or related field.
  • Bachelor’s degree in Economics, Law, Business Administration, or related field.
  • Membership in a relevant professional body.
  • Working Experience: Minimum of eight (8) years’ experience in competition policy, regulatory affairs, or a similar field, with three (3) years managerial experience.
