Job Summary: The Monitoring and Evaluation Manager will be a member of the Uganda SMT and will lead the Monitoring and Evaluation of the Ripple Effect’s national projects in Uganda. This role holder works closely with the Country Director and Head of MERL to lead the Monitoring and Evaluation tasks for Uganda including strategy tracking, project monitoring and evaluation, new project design, analysis, and dissemination of findings. Additionally, the role supports interpretation of M&E findings through analysis, facilitates beneficiary participation, and supports project managers to integrate the key findings into project reports. It also contributes to the design and implementation of M&E systems, provides training to country teams, and coordinates with other departments to ensure data supports organizational objectives and compliance. Ultimately, the role contributes to Ripple Effect’s mission of sustainable development and positive change.
Key Duties and Responsibilities:
Programme quality, monitoring and evaluation
- Lead the monitoring and evaluation of the 2020-2030 strategy for Uganda.
- Develop annual survey calendar in collaboration with the project managers.
- Ensures timely data collection, analysis and sharing of findings to meet donor reporting needs, project needs and set timelines.
- Support in M&E findings interpretation across all Ripple Effect projects.
- Support development and maintenance of an organizational key performance indicator dashboard to support performance tracking in line with the strategic objectives.
- Support the development and review of data collection tools checking for alignment of indicators to the data collection questions.
- Conduct supportive supervision and data auditing processes to ascertain the reliability and validity of data in line with the strategic objectives.
- Ensuring that processes are in place to allow for beneficiary participation in monitoring and systematic and inclusive feedback to communities and stakeholders on all programme reports and evaluations undertaken within Ripple Effect.
- Support project teams to track reach as per the strategy.
- Review of evaluation and assessment reports in collaboration with Project managers.
- Ensuring that key M&E findings are integrated into all projects reports and contribute to documentation of results at CP level.
- Work in close collaboration with the country senior management team, support adaptive management and documentation of evidence.
- Be an advocate for learning in the projects ensuring that learning is captured and shared effectively.
- Technical advisor on projects Baselines, Mid Term Reviews & End-lines.
Project design and proposal input
- Support in the development of strong and solid M&E components including Theory of Change, Log frame, M&E plan and indicators at project design.
- Ensure alignment of indicators to Ripple Effect’s strategic objectives.
M&E systems and framework
- Contribute to the design, development, implementation and review of M&E systems and strategies in line with Ripple Effect Mission, vision, and values.
- Ensures that Ripple Effect and local partners have the M&E tools, processes, and systems to adequately and timely capture, analyse and report on Ripple Effect reach and impact.
- Ensures that Ripple Effect data management and M&E systems have most up to date information to generate reliable data.
- Continue to support the improvement of Ripple Effect’s monitoring and evaluation systems in line with sector standards.
Capacity building and country support
- Facilitate training workshops for projects teams and partners on general M&E skills, technical and sector-specific methodologies.
- Lead field -based practical training on various monitoring approaches to project teams and partner organizations.
- Provide support for the roll out and use of the beneficiary data base within the country programme
Procurement of evaluation and M&E services
- Participate in the TORs development, selection, shortlisting, and procurement of quality evaluation services.
- Working with SMT, provide appropriate guidance and support to consultants commissioned to undertake evaluation work to ensure quality and timely deliverables are achieved.
Coordinating with other departments
- Ensure M&E data and information is available to actively support business pursuit, communication, and knowledge management initiatives.
- Support and ensure compliance of project teams to general data protection regulations relating to M&E.
Other duties
- Ensure compliance with Ripple Effect policies and all relevant legislation including GDPR.
- Act always according to Ripple Effect’s values and in support of its Africa Forward Together approach.
- To undertake other duties of a similar nature as reasonably required by the line manager.
Qualifications, Skills and Experience:
- A degree in relevant field including Social Sciences, Community Development, Statistics Economics or related.
- Advanced Degree in Social Sciences, Monitoring and Evaluation, Community Development, or related field is desired
- Research methodology.
- Significant practical working experience in M&E with a strong experience of project cycle management
- Strong knowledge and demonstrated practical experience on M&E methodology (particularly appropriate quantitative and qualitative/participatory research methods), data analysis and report writing.
- Experience with field data collection processes.
- Proven capacity to build the M&E skills of colleagues, partners, and community members.
- Knowledge of statistical software packages (e.g., SPSS and advanced Excel).
- Good understanding of monitoring and evaluation including tracking progress against objectives, development of Theory of Change, Log-frames, indicators etc.,
- Experience in designing mobile data collection forms with ODK-based digital data collection software.
- Experience working with data visualization tools e.g., Power BI
