About Organisation:

The National Union of Disabled Persons of Uganda (NUDIPU) is an Umbrella Organization established in 1987 with a Vision of Creating a Just and Fair society where Persons with disabilities live a Prosperous and dignified Life. NUDIPU is a Non-governmental Organization that advocates for the rights of Persons with disabilities in Uganda. It brings together all categories of PWDs including the physically, sensory, and mentally impaired people. NUDIPU exists to create a unified voice of PWDs to advocate for equalization of opportunities, involvement and participation in policy planning and implementation of disability programmes in close co-operation with government, NGOs, and the public.

NUDIPU is in partnership with Light for the World through We can Work – WCW project which aims at empowering young women and men with disabilities access dignified and fulfilling work through the three pillars;

Pillar 1: Targeted interventions to support young women and men with disabilities transition into work.

Pillar 2: Embedding and institutionalizing disability inclusion into Young Africa Works strategies and programs.

Pillar 3: Youth led advocacy towards more inclusive policies and environment. Young women and men with disabilities enact agency by contributing to national and regional advocacy processes to implement youth and disability inclusive policies.

NUDIPU is directly contributing to Programme outcome for pillar 3 which is to ensure that young women and men with disabilities enact agency by contributing to national and regional advocacy processes to implement youth and disability inclusive policies through.

  • Increasing the representation of youth with disabilities within Organizations of Persons with Disabilities, and Youth and Women’s Rights Organizations.
  • Ensuring that Young women and men with disabilities are engaged in meaningful dialogues with key national and regional actors in socio-economic development.

 

Background

There exist various laws providing for the rights and inclusion of persons with disabilities, including youth with disabilities in Uganda as well as the policies for inclusion of persons with disabilities in government programming, budgeting, and implementations. However, NUDIPU has established that the available laws that provide for disability inclusion are not clearly understood by some of the state and non- state actors including Youth with Disabilities, government staff, and councilors at different levels of representation. This is due to the technical wording and bulk of the laws and documents that make it difficult for proper and clear interpretation by the aforementioned stakeholders. This limitation results in the inability of Youth with Disabilities to demand for their rights and inability of Government to effectively include them in Government plans, programs, and budgets. This therefore necessitates development of a simplified compendium of the laws on disability for the easy understanding and application within the disability and cross movement.

The barrier and context analysis conducted by WCW in 2023 recognizes that Youth-led research and advocacy gaps in knowledge about rights among Youth with Disabilities (YWD) underscore the need for targeted awareness programs. Collaboration with organizations like Light for the World is recognized, but gaps persist. Engaging YWDs in research requires comprehensive awareness programs, targeted education, and meaningful engagement strategies to empower YWDs in governance, policy research, and advocacy initiatives.

The study also delves into the complexities surrounding access to work for youth with disabilities. Participants emphasize the importance of “Decent Work” and fair employment opportunities that recognize skills, ensure fair pay, and provide accessible spaces. The choice between waged employment and entrepreneurship is influenced by empowerment, discrimination, practical challenges, skills, education, family support, cultural context, and financial considerations. Yet Youth with disabilities have limited awareness about their rights to employment and participation in community activities.

NUDIPU has already analyzed the available laws and compiled them for training purposes through a consolidated compendium conducted in 2023. However, the We can Work programme requires simplification of the laws and policies with a focus on inclusive employment, and representation of youth with disabilities in line with the scope of the project.

 

Purpose of the assignment

NUDIPU as part of the We can Work partnership seeks to extract the compendium on laws and policies that have provisions for employment and representation of Youth with Disabilities so as to strengthen Youth Led advocacy to influence the implementation of Inclusive employment, their representation at different levels of government and non-government youth and women structures. The updated compendium will enhance awareness about the laws and policies geared towards promoting the rights of Young persons with Disabilities to employment and their representation on statutory bodies and other sectors relevant to We can Work program.

 

Specific Objectives of the assignment:

  1. The specific objective of the task is to extract the specific laws and policies related to employment of persons with disabilities.
  2. To extract and simplify the specific laws and policies related to representation of young persons with disabilities into a simplified language to benefit the different categories of youth with disabilities.
  3. To support the underrepresented categories of disabilities such as intellectual, deafblind and Pyscho-social benefit from this compendium for their effective

 

Scope of work

The assignment will   involve the following tasks:

  • Consult the current compendium of laws and policies and exact provisions on employment and representation of persons with disabilities including the youth and provide feedback to NUDIPU and her partners.
  • Simplifying the existing laws and policies on disability to benefit the different categories of Young persons with disabilities.
  • Compile an updated compendium of existing laws and policies related to employment and representation of youth with disabilities in simplified English language with pictorial illustrations, where necessary.
  • Present a draft updated compendium to NUDIPU and her partners for validation.
  • Upon approval from NUDIPU, submit a soft copy and 2 bound hard copies of the compendium.

 

Timeframe

The assignment will last 20 working days.




Professional requirements

Interested applicants should possess the following qualifications:

  • At least a Master’s Degree in Law or Human Rights
  • Demonstrated knowledge of interpretation and simplification of policies and laws in English.
  • Demonstrable knowledge on working with persons with disabilities or disability inclusion
