UDHA seeks to fill the positions below following a Subgrant award to implement the HIV/TB activities supported by the Global Fund through The AIDS Support Organization (TASO) Uganda ltd, the Second Principal recipient of the Global Fund. The Sub-grant aims at supporting the implementation of Uganda’s Response to the HIV/AIDS and Tuberculosis.

 

Job Summary:   UDHA is looking for energetic Monitoring and Evaluation Officers to provide technical assistance in the implementation of the Global Fund GC7 HIV and TB grant. The M&E Officer will build the district’s focal person in performance and impact measurement and will oversee the implementation of the monitoring and evaluation framework. S/he will work closely with Health facilities in the district to improve both qualitative and quantitative evidence gathered by the project.

 

Key Duties and Responsibilities:

Day to Day Monitoring and Evaluation Activities The M&E Officer will oversee tracking and updating M&E data as well as ensuring the data is of the best quality possible.

  • Implementing monitoring systems and designing monitoring tools
  • Developing data collection tools
  • Monitoring project activities, outputs, and progress towards anticipated results
  • Working with data platforms, databases and select technologies to capture and organize data
  • Training field staff in monitoring and evaluation processes and providing ongoing coaching
  • Conducting or providing support to data quality assessments

Analysis and Reporting. Once the M&E system has been implemented and data collection processes established, the M&E Officer will oversee analysis and reporting of data.

  • Determining data analysis procedures and use of quantitative or qualitative analysis tools.
  • Cleaning, sorting, categorizing, and organizing data
  • Analyzing quantitative and/or qualitative data
  • Summarizing findings
  • Developing weekly, monthly, quarterly, or annual reports depending on project requirements
  • Disseminating evaluation findings and project results to donors and other stakeholders

Knowledge Management The M&E Officer will oversee knowledge management processes within the organization.

  • Contributing to institutional learning processes
  • Convening communities of practice and other organizational learning practices
  • Tracking best practices, Success stories and lessons learned in activity implementation.

Coordination and Representation The M&E Officer will represent the Organization in coordination meetings and other activities to which the organization is invited to participate in.

  • Initiate and strengthen relationships with key implementing partner staff and the Local government leadership
  • Attend District Coordination meetings for Implementing Partners (IPs) in the district.
  • Any other duties assigned



Qualifications, Skills and Experience:

  • Degree level education or equivalent experience, with post graduate qualifications in Monitoring and Evaluation.
  • Experience in Monitoring, Evaluation and Learning (3 years’ experience) with working knowledge of DHIS2, eCBSS and MS excel is a MUST
  • Experience of developing Monitoring, Evaluation and Learning systems and tools for projects and programs specifically HIV/TB/Adolescents.
  • Experience working with Health facility level data, specifically HMIS registers and Tools.
  • Experience of community development, particularly in the field of women’s economic empowerment, public health.
  • Excellent written and verbal communication skills.
  • Good interpersonal skills and the ability to work with senior staff.
  • The ability to respond flexibly
