Background

The USAID Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS) is supporting the Ministry of Health to develop health systems to meet the growing need for rehabilitation and assistive technology (AT).

 

At the National level ReLAB-HS is supporting the development of the National Rehabilitation and Assistive Technology Strategic Plan, while at the regional level, ReLAB-HS is working closely with regional referral hospitals and local governments to integrate rehabilitation into primary health care.

 

The goal of ReLAB-HS is to contribute to strengthening health systems that are responsive to the growing need for rehabilitation and assistive technology in the country. In pursuit of this goal, ReLAB-HS seeks the services of a creative consultant to help develop Social and Behavior Change Communication materials to increase demand and uptake for rehabilitation and assistive technology services.

 

Specifically, the products that will be developed are intended for:

  1. Awareness and integration of rehabilitation and AT services at the facility level
  2. Building the knowledge and skills of community health structures (VHTs and Community Health Workers) to identify and refer clients
  3. Comprehensive knowledge on rehabilitation for the general population

 

Statement of Work or Job Specifications

Design and development of client, community health worker, political and community leader’s materials that will contribute to uptake of rehabilitation and AT services.

 

Concept development

  1. Review literature and strategies for rehabilitation and AT provided by ReLAB-HS to get a clear understanding of the design and creative needs.
  2. Develop a creative brief outlining the key messages, target audience, desired outcomes, and creative direction.
  3. Review available rehabilitation health materials provided by ReLAB-HS and propose how they can be adapted based on the insights provided in the creative brief.
  4. Engage with MOH, stakeholders and ReLAB-HS to brainstorm ideas and concepts for the various materials. The selected consultant will also be required to attend audience engagement sessions where prototypes for various materials may be developed.

Design and development of SBCC material

  1. Based on insights provided in the creative briefs, review available materials, and engagements with ReLAB-HS and other stakeholders, the creative consultant conceptualize to adapt existing materials, develop audience designed prototypes into new materials and/or design new materials that respond to the needs of the priority audiences. ReLAB-HS will only approve if the work meets the standards for health promotion. ReLAB-HS will determine the type of prototypes the consultant will develop, which will include print, audio and inter-personal communication tools as follows:
  2. 3 Posters on access to services/facility posters (Awareness and Integration of services)
  • A main gate signpost showing integration of rehabilitation in health facilities,
  • A graphic poster on conditions that can benefit from rehabilitation,
  • Referral pathway for health workers. (To guide health workers to determine which conditions they can manage, those they can refer and how to refer).
  1. Community resource kit of 3 materials: (Build the knowledge and skills of community health structures to identify and refer clients).
  2. Talking points for community health workers (job aid). Domains may include but not limited to:
  • What rehabilitation is
  • Which conditions can benefit from rehabilitation services
  • What are the benefits of rehabilitation
  • Who provides rehabilitation (physiotherapy, occupational therapy, orthopedy & management of chronic illness)
  • What are assistive products
  • Referral pathway

b). Talking points for leaders (bound visual cards ). Domains may include but not limited to:

  • The state of rehabilitation
  • What rehabilitation is
  • Which conditions can benefit from rehabilitation services
  • What are the benefits of rehabilitation to the economy
  • Who provides rehabilitation (physiotherapy, occupational therapy, orthopedy & management of chronic illness)
  • What are assistive products
  • What community leaders can do to promote rehabilitation and AT
  • A demonstration of the benefits of rehabilitation to the economy

c). Radio Spot Script (Comprehensive knowledge on rehabilitation & AT)           

A 40 second radio spot. Domains may include but not limited to:

  • What rehabilitation is
  • Which conditions can benefit from rehabilitation services
  • What are the benefits of rehabilitation
  • Who provides rehabilitation (Physiotherapy, occupational therapy, orthopedy & management of chronic illness is all rehabilitation).
  • When to go for rehabilitation services.

 

Testing and validation of SBCC materials

  1. Participate in material pre-test sessions organized by ReLAB-HS to ensure that the developed messages communicate the desired actions to the priority audiences
  2. Use the feedback from the pre-test sessions and stakeholder consultations to revise the draft materials mentioned above that ReLAB-HS has approved

 

Finalization and delivery

  1. Following translation of materials by ReLAB-HS, lay out finalized materials outlined in 7 above.
  2. Submit English and relevant local languages production ready versions of the materials to ReLAB-HS

 

Reports and Deliverables

  1. Print ready SBCC materials as determined by ReLAB-HS based on the Concept note in the languages required
  2. Creative layouts of SBCC materials
  3. Activity detailed report

 

Required Qualifications:

  • 6- 8 years experience in social and behavior change communication
  • Over 5 years leading the design of successful integrated health communication campaigns
  • Bachelor’s degree in arts or public health, but with a strong understanding of health communication
  • Exceptional creativity and innovation
  • Strong attention to detail
  • Strong time management and organizational skills

 

Travel Requirements

The consultant will be required to travel to attend participatory sessions where audiences will be engaged. ReLAB-HS will facilitate the travel.

 

Responsibilities of Consultant

  1. The consultant will develop and share a roadmap for the completion of the task based on the draft delivery schedule.

Within seond10 days Pretesting of materials 30% Payment
Last 10 days Finalization and approvals 70% Payment
  1. Should the consultant determine that meeting the deadline could be a challenge, then the consultant must notify ReLAB-HS in writing immediately as the challenge arises.
  2. Consultant will submit weekly progress reports
  3. Adhere to ReLAB-HS travel and per diem policies for up-country travel related to the completion of the SOW.

 

Responsibilities of ReLAB-HS

  1. ReLAB-HS will provide the expected standard for each deliverable in writing to the consultant and in time to ensure the consultant has adequate time to complete the SOW by the deadline
  2. Share available research and information with consultant to enable him to come up with the best possible designs
  3. (Rehabilitation and Assistive technology)
  4. Organize material pre-testing sessions
  5. Provide translation of content for the developed materials
  6. Coordinate production and timelines of print jobs
  7. Approve final materials
  8. Facilitate travel arrangements for consultant in line with ReLAB-HS travel policies for any up-country sessions

 

Approximate Start Date and Duration of the SOW

Work will commence upon signature of consultant’s agreement by both ReLAB-HS and the Consultant.  Payment for work completed or costs incurred prior to signature of the agreement is not allowable.

The consultant will receive 30% of the payment after delivering the draft materials and 70% will be paid upon completion of the work. 

 

The deadline for completion is August 9th, 2024.  The number days for this SOW is a maximum of 30 8-hour days.
