About UNHCR:

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country

Job Summary:  The Environment and Energy Officer works under the overall supervision of a more senior settlement planning colleague, Settlement Planning Officer in Kampala. The incumbent will work closely with colleagues in related technical sectors including education, livelihoods, protection, health, community services, shelter, water and sanitation, and gender and age. S/he will coordinate and provide technical support to energy and environment interventions in eastern Chad, particularly ensuring that energy programmes are in line with the UNHCR Global Strategy for Safe Access to Fuel and Energy. S/he will proactively seek out appropriate energy technologies and approaches and will reach out to the private sector and development actors and determine how best to incorporate these approaches into UNHCR operations, in consultation with the technical sections at the regional bureau and HQ. S/he should identify and participate in regional fora focused on energy solutions.

Key Duties and Responsibilities:  Under the direct supervision of Settlement Planning Officer, Technical Unit Kampala, the UN Volunteer will undertake the following tasks:

Lead the Implementation, support coordination and ensure alignment of the Energy and Environment strategies articulated in UNHCR’s Multi-year Strategy, the Uganda Refugee Response Plan (RRP) and Comprehensive Refugee Response

• Lead the Annual implementation planning (2023).
• Lead the development of a monitoring framework to ensure that the implementation of outputs is on track and identify whether progress is being made towards outcomes.
• Manage and adjust the implementation plan based on monitoring and other information.
• Ensure effective coordination of energy and environment interventions by working closely with response partners and supporting the Government of Uganda with coordination of the Sustainable Energy Response Plan and Water and Environment Sector Response Plan (WESRP).

Support the Design and Monitoring of UNHCR’s PPAs with Environment and Energy Partners

• Lead the PPA development and monitoring in line with evolving planning priorities including multiple year programming.
• Support and monitor the implementation of PPAs at field level.
• Coordinate the implementation of interdependent activities among different partners, specifically tree planting.

Support UNHCR’s Environment Field Staff

• Support the field offices in prioritization of programming based that is based on a robust analysis of existing data.
• Define key areas of environmental concern in the settlements in line with the priorities identified in the sector refugee response plan.
• Propose measures for reducing or arresting the impact of refugees on the environment.
• Support field teams in defining strategies for monitoring of the environmental impact of refugees and refugee operations.
• Identify skill and knowledge gaps related to environmental issues among UNHCR and partners, including refugees and locals and address these through training and capacity building.
• Reduce duplication by supporting the field offices with coordination.

Support mainstreaming of the environment and energy into UNHCR and partner programming

• Liaise with technical sectors (shelter, sanitation, water, livelihoods, energy, etc.) with a view to minimizing environmental impacts associated with projects and activities in the emergency phase.
• Where necessary propose environmental projects to rehabilitate initial environmental damage and generate a sense of responsibility among refugee and host populations.
• Establish and maintain a network of strategic partnerships to ensure complementary and efficiency gains in assessment, design, and implementation of environmental pro-grammes.

Perform other relevant sectoral support activities as may be required from time to time, including but not limited to:

• Support the Energy and Environment Sector to ensure operational targets are developed, implemented, and monitored.
• Work closely with the mandated institutions to further capacitate the forestry and energy sector to respond to the ongoing demand for forest fuel resources in refugee hosting districts in line with the Uganda Water and Environmental Refugee Response Plan 2019 – 2022, the SERP and the WESRP.
• Support the adaptation of existing sector plans to align with UNHCR’s new strategies on Climate Change, Planning Framework and Government of Uganda Development Planning where necessary.
• Communicate UNHCR’s environmental and energy interventions outputs as may be required and authorized.
• Represent UNHCR and the sector at partner meetings and other relevant fora bringing together environmental and energy actors, specifically monthly coordination meetings of the GiZ ESDS Project, Activity Info reporting, monthly operational updates, FAO Meetings, and Livelihoods and Resilience Sector Technical Working Group.
• Technical evaluation of consultants and suppliers for the provision of various services and goods.
• Support the recruitment of environment and energy staff through technical evaluation.

Qualifications Skills and Experience:   This assignment is funded by the Government of Korea and therefore specific criteria apply:

• Candidates must be Korean nationals.
• Bachelor degree or equivalent in natural resource management, energy and environmental sciences, renewable energy, or energy economics/engineering.
• Three years of experience in Energy provision and environment in humanitarian/development settings, planning, and monitoring and evaluation of energy and environment-related projects; demonstrated ability to coordinate and implement projects.
• Ability to apply knowledge from contemporary research in the field of energy, and translate this into humanitarian settings, familiarity with emerging sustainable and ap-propriate energy technologies and renewable energy.
• Solid skills in analysis, using and presenting quantitative and qualitative data, and report writing.
• Familiarity with community-based and participatory approaches.
• Strong communication, including written and presentation skills.
• Computer literacy in Microsoft Office Suite (Word, PowerPoint, Excel), and a statistical programs.
• Candidates who have already served as UN Volunteer Specialist funded by the Government of Korea are not eligible to apply (former UN University and UN Youth Volunteers are eligible).
• Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the End of Contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts.
