Job Summary: The Programme Policy Officer (Food Systems & Agriculture & Market Support (AMS) will manage policy and take lead Programme implementation for activities that strengthen the livelihoods and resilience of the communities (refugee and host).
Key Duties and Responsibilities:
- In collaboration with the Field Offices (FOs) and Cooperating Partner (CPs) develop quarterly implementation plans for the food systems and livelihood activities at the beginning of each quarter.
- Conduct quarterly field visits to monitor and support program
- Contribute to Partner selection through reviews of CPs Technical proposals and Budgets.
- Plan and conduct quarterly meetings with the FOs to review progress on program implementation, challenges, and areas of support.
- Working with the M&E officer to ensure the monitoring targets, baselines and landlines for the food system and livelihood interventions are achieved.
- Working with the FOs to strengthen program integration and linkages between food systems, livelihood, and nutrition.
- Plan and conduct joint planning and review meetings with the FOs.
- Working with the M&E to develop monitoring targets for the ACL program including the monitoring tools for market facilitation and market actors’ database developed.
- Review and provide feedback to the CP and WFP on monthly and quarterly activity and reports finance reports.
- Conduct consultations with the Area Office (AO), Field Officer (FO) and stakeholders to collect information on their views to inform the model’s design.
- Develop concept notes for the implementation of different models under Asset Creation and Livelihood (ACL) and AMS.
- Develop implementation plans and budgets with the FOs for APP and the transition model.
- Monitor Budget Performance including that of the CP and ensure there is value for money and an acceptable burn rate.
- Provide weekly and monthly updates to AO and CO management respectively on the progress of program implementation.
- Work with C4D and M&E to ensure evidence generation and WFP visibility across all AMS and Livelihood activities.
- Together with the partnership officer and FOs conduct a stakeholder mapping to identify AMS/Master Card Foundation (MCF) and livelihood actors.
- Conduct consultative/bilateral discussions held with key actors to identify areas of collaboration
- Identify potential strategic partners and initiate discussions aimed at the establishment of formal strategic partnerships.
- Conduct capacity needs assessment for WFP staff, partners and DLGs
- Develop an action plan informed by the findings from the capacity needs assessment and coordinate its implementation.
- Coordinate capacity strengthening activities for staff and CP in the livelihood and resilience programming to address the capacity gaps.
- Take lead in the follow up of the timely submission, review and processing of the CP invoices ensuring compliance to guidelines and set standards.
Qualifications, Skills and Experience:
Education:
- Advanced University degree or First University Degree with additional years of related work experience in Agriculture, Micro-finance, business administration, Economics, Development studies, social work and Social Administration, or other field relevant to international development assistance gained from a recognized institution. Additional qualification in Project planning and Management / Monitoring and evaluation is added advantage.
Experience:
- At least six years of professional work experience in Livelihoods, Food for Assets (FFA), Agriculture and Market support, Food systems, Humanitarian intervention, Refugee Operations and Community Engagement, previous experience in implementing technical programs (i.e., Asset Creation and Livelihoods, GFA, Nutrition, AMS, etc.), prior experience in implementing programmes and providing input into designing operations and experience in providing input into policy discussions and decisions gained from a reputable organization.
Knowledge & Skills:
- Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
- Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
- Effective cognitive abilities, analytical and problem-solving skills.
- Ability to communicate effectively and build sustainable partnerships.
- Excellent influencing and communication skills, both written and verbal
- excellent training skills, hardworking, calm, mature, logical, culturally sensitive, result-oriented and interested in humanitarian development work.
- Languages: Fluency in oral and written English, including strong writing skills
